The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Adapting to impacts of climate change provides a “win-win” for health, livelihoods, food security, water supply, human security and economic growth. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate-related threats. GCA is a rapidly growing organization with offices in Abidjan, Beijing, Dhaka, Groningen, and Rotterdam.



GCA seeks a Partnerships and External Affairs Officer to support the engagement and mobilization of partners across GCA’s network of stakeholders in support of GCA’s mission to serve as a global solutions broker for adaptation action. The Partnerships and External Affairs Officer will report to the Director of External Affairs, and work closely with other colleagues across GCA, to implement GCA’s Advocacy and Agenda-Setting pillar of activity


Areas of responsibility


  • Support the Senior Partnerships Specialist in managing and implementing the systems, tools, and processes of GCA’s partnership strategy.
  • Coordinate input across the organization and with partners necessary for the preparation of Memorandum of Understanding (MoU’s), Letters of Agreements (LoA’s), grant agreements and other cooperation agreements with Implementing Partners and Donors.
  • Undertaking research to support the formulation and implementation of new regional and sectoral adaptation programs, identifying relevant stakeholders, programs and initiatives that could contribute towards such programs.
  • Undertake ongoing stakeholder mapping of transnational and regional development programs focused on adaptation and issues affected by climate change impacts.
  • Undertaking sectoral and regulatory environmental monitoring to inform colleagues across the organization of political, thematic and policy developments relevant to GCA’s role as a global solutions broker on adaptation action.

Advocacy and Outreach

  • Support outreach to partners from across governments, sub-national government actors and networks, the private sector, international organizations, multilateral development banks, and civil society.
  • Supporting and promote the work of the Programs and Action and Research and Innovation teams, by delivering products and events that promote both the urgency of the need for adaptation (the demand) and scalable solutions (the supply).
  • Support the implementation of high-impact events and other advocacy opportunities in support of the GCA’s global work program.
  • Support the production of drafting of briefing material, communication assets and presentations relevant to the work of GCA, generating and strengthening political support and policymaker understanding of adaptation financing and solutions.
  • Perform other related duties as required.

Engagement and Stakeholder Relations

  • Maintain and update reporting dashboards and other tools to ensure consistent and productive stakeholder relations with partners supporting the work of GCA.
  • Collaborate with other GCA directorates to identify areas of synergy with existing, impactful multilateral initiatives and key networks that can support GCA’s mission.
  • Developing initial and on-going presentations, fact sheets and strategic initiatives to support partnership building as well as elaborating on initiatives resulting from these partnerships.
  • Support the regular updating of GCA’s calendar or engagement opportunities (summits, events, webinars etc) and use this to promote adaptation, position the work of GCA, and support the implementation of its business plan.
