Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Government of the Kyrgyz Republic (GoKR), the European Union and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices. The Spotlight Initiative (SI) aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.

The SI in the Kyrgyz Republic will apply a comprehensive set of approaches based on social innovation, Human Rights, multi-sectoral inclusive response and survivor-centred principles to the planning, coordination, implementation and monitoring of interventions across the SI’s six Outcome Areas. Particular emphasis will be placed on integrating the voices and experiences and solutions of women and girls who face multiple forms of discrimination, in line with the Sustainable Development Goals (SDG) principle of ‘Leave No One Behind’. The SI in the Kyrgyz Republic has sought to reflect on current or common place models of ‘conducting business’ in order to propose innovative alternatives aligned with commitments to gender transformative and community-led approaches guided by adaptive leadership and a joint-One UN systems management approach.

The UN RC entrusts the Programmatic and Technical Coherence of the Programme to the UN Women Representative in the Kyrgyz Republic in their capacity as Innovation lead and as the chair of the UN Gender Theme Group (UN GTG).

Reporting to Kyrgyzstan Spotlight Initiative Programme Coordinator, the Programme Assistant supports the Spotlight Initiative Programme by performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Programme Assistant promotes a client, quality and results-oriented approach.

The Programme Assistant works in close collaboration with the EVAWG Spotlight Initiatives Programme staff and the operations team to ensure consistent service delivery.

Duties and Responsibilities

1. Provide administrative and logistical support to the formulation and management of SL programmes

• Provide administrative support in the preparation of SL programme work plans, budgets, and proposals on SL programme implementation arrangements, including tracking the delivery of funds;

• Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of SL programme supported activities and finances;

• Provide administrative support for the audit of SL programmes and support implementation of audit recommendations;

• Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the SL Programme team.

2. Provide administrative support to the financial management of the SL Programme Unit

• Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;

• Provide administrative support in monitoring and preparation of budget and the finances of SL programmes and in the preparation of FACE forms;

• Prepare non-PO vouchers for development projects;

• Process payment for consultants, as delegated;

• Create requisitions in Atlas for development projects; register good receipts in Atlas.

3. Provide administrative support to the SL Programme Unit

• Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;

• Make travel arrangements for the SL Programme Team, including travel requisitions and claims;

• Draft minutes in meetings, as delegated;

• Assemble briefing materials and prepare power-point and other presentations, in collaboration with the SL Programme team;

• Organize and coordinate filing of documents; maintain mailing lists.

4. Provide administrative support to resource mobilization

• Organize, compile, and process documentation and information from donors, and SL programme team as inputs to various databases and documents.

5. Facilitation of knowledge building and knowledge sharing

• Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education and certification:

• Completion of secondary education required.

• Bachelor’s degree in Business or Public Administration is an asset.

Experience:

• At least 5 years of progressively responsible experience in administrative or programme management/support;

• Experience in working in a computer environment using multiple office software packages;

• Experience in the use of ATLAS is an asset;

• Experience in supporting a team is an asset.

Language Requirements:

• Fluency in English and Russian is required;

• Knowledge of the other UN official working language is an asset.
