Program Brief:

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, Women’s protection and Empowerment (WPE), Sexual and Reproductive health (SRH), Gender-Based Violence (GBV) and Child Protection (CP). Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox's bazar and to other parts of the country, thus, expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose of this role:

The position will work as part of the IRC’s WPE team to oversee, manage and provide technical support to response programming. She will ensure quality, confidential, and appropriate implementation of case management activities. She will also ensure programming meets international standards following the GBV guiding principles and is women, girls and survivor centered. Through supportive mentoring, she will provide capacity development to IRC and partner staff to strengthen their understanding of case management. The position requires a personal commitment to advancing women's issues and working on behalf of women and girls in the host and the Rohingya community. She will be providing technical support and regular mentoring to IRC and partner staff. The person will coordinate closely with the wider IRC WPE and health teams.

Major Responsibilities:

·Ensure that all programs adheres to a women-, girl- and survivor-centered and feminist approach and that staff are supported to build and strengthen their practice in this area.

·Provide direct capacity building support to the IRC and partner staff to develop their skills, competencies and practice in: WPE and GBV/VAWG guiding principles; survivor-centered support; PFA for women and girls; safe, appropriate and confidential referrals; risk reduction and mitigation; provision of information; service mapping and basic quality assessment, community outreach and engagement; and other areas as identified;

·Working with the Senior Technical Officers – Case Management, ensure GBV and WPE training and mentoring is provided to IRC staff on available services and safe, appropriate and confidential referrals, survivor-centered support and other relevant aspects of GBV and WPE practice;

·Ensure the WPE and health teams are using the functional, feminist/survivor centered internal and external referral pathways and conducting safe, confidential and appropriate referrals in line with standard methodologies;

·Ensure that all response programs are carried out in accordance with the guidelines, and that regular monitoring and feedback mechanisms are in place. Procure supplies within program budgets and ensure activities have the required resources

·Ensure that ethical and sound data collection and information management is implemented for appropriate data analysis, planning, evaluation, and advocacy; working closely with the WPE team and Monitoring, Evaluation, Accountability and Learning (MEAL) team;

·Attend camp coordination meetings with other sectors and CIC and ensure the needs of women and girls are heard.

Staff Supervision & Development:

·Directly supervise the Senior Technical Officers – Case Management

·Maintain open, supportive, and professional relationships with all team members (IRC and partner organization), promoting a strong team spirit and providing management support and guidance to enable staff to successfully perform their roles;

·Convening the team on a regular basis to review programming, progress, successes and challenges and make timely adjustments to the activities; and reporting back to the Senor Technical Manager – GBV Response and other WPE team members;

·Ensure timely completion and submission of monthly timesheets, probation reviews, appraisals and annual performance reviews; and provide regular constructive feedback to develop their practice;

·Assist with the recruitment of WPE staff;

  • Assist in the recruitment, training, and support of case management staff. Ensure regular communication and close collaboration with the WPE Coordinator, Team Lead – Protection, Senior Technical Manager – GBV Response, Senior Program Managers and other WPE team members.

Monitoring, Reporting, Budget Management:

·Monitor and consolidate information collected from weekly/monthly and staff activity reports; and actively work with the GBVIMS Manager and MEAL team to ensure accurate data and information;

·Monitor budget spending in line with the spending plans for your sites of operation, work with supervisor in developing remedial plans where necessary to ensure budgets are optimally utilized;

·Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans;

·Where requested by the supervisor, contribute in writing high-quality and timely IRC and donor reports on activities, indicators and achievements;

·Take the lead on supply chain, finance and logistics tasks in relation to the operations of GBV response activities including identifying and responding to procurement needs.

Other Duties and Responsibilities:

·Maintain open and professional relations with all IRC and partner team members, promoting a strong & respectful team spirit, ensuring effective communication, and opportunities for debriefing;

·Consistently and dedicatedly monitor/assess the safety and security of the team, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment;
