About the Program

 

The government of Burkina Faso is committed to accelerating progress towards universal health coverage and adopting reform programs. This includes the launch of a government-funded free health care program, which aims to completely eliminate user fees for pregnant women and children under five, as well as for family planning services, so that people do not have to pay more than they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides technical expertise to the Ministry of Health at all levels of the health system, from central to peripheral, to strengthen the health system and health financing and to identify bottlenecks to improve the way resources are prioritized, coordinated, managed and monitored. 

Responsibilities

CHAI is seeking a Technical Advisor, Health Financing, with experience in public health and health economics, as well as strong analytical skills to provide quality technical support to the Ministry of Health. The Technical Advisor will be based in Ouagadougou and will interact with key government actors, donors, and the wider local and international community in Burkina Faso. They must therefore be fluent in French and have excellent communication skills, interacting with senior actors at ministry and government level. They must be able to work independently with minimal supervision and have a strong commitment to excellence with a keen eye for detail.

 

Specific activities may include the following:

  • Act as a strategic advisor to senior government officials and the Ministry of Health, providing support to the development and implementation of key health financing strategies and reforms.
  • Contribute to strengthening the capacity of government institutions in the Ministry of Health on relevant health financing issues by providing direct capacity building support and promoting and enabling collaboration and knowledge sharing.
  • Support the government on key priority initiatives which could include:
    • Designing and conducting a sustainability analysis for the government's free care program, including understanding service utilization trends, identifying opportunities to optimize resource allocation and use, and modelling future demand and resulting financial needs to develop a sustainability plan.
    • Designing primary health care reforms, including changes in service delivery, financing and management, at sub-national, regional and national levels. This includes designing and conducting assessments of health systems bottlenecks and public financial management issues, and developing and implementing solutions with the government.
    • Strengthening donor coordination and strengthening national health care financing for greater self-reliance.
  • Work closely with the rest of CHAI's health financing team to ensure the implementation of key projects that support the implementation of government priorities. This includes direct technical assistance and capacity building to help the team develop its technical expertise in health financing.
  • Bring together the different government agencies, actively seeking and promoting opportunities to strengthen and deepen collaboration on health financing issues between partner government institutions and with external partners.
  • Lead the development of key technical documents, including health financing case studies, research manuscripts and relevant publications, and provide technical inputs to grant proposals and project reports.
  • Represent CHAI Burkina in health financing forums and contribute to knowledge sharing across the country through direct engagement with other CHAI country teams and other governments as appropriate.

Qualifications
  • Master's degree in health economics, public health, public policy or other relevant disciplineswith at least 6-8 years experience in a demanding environment, ideally in public health or health economics, including strategy consulting or management of complex technical projects, with increasing levels of responsibility and leadership;
  • Experience working with government institutions to shape government health financing strategies, policies and operational plans and/or experience working with government in a senior health financing position;
  • Strong quantitative, presentation and writing skills, including proficiency in MS Excel, PowerPoint and Word;
  • Experience living or working in high risk locations;
  • Previous experience in public health in Sub-Saharan Africa. Experience in primary health care, free health care programs and community health is preferred;
  • Excellent relationship management skills, including experience in developing and managing government relations;
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines;
  • Ability to think strategically, manage ambiguity and work in a multi-cultural environment independently and with a fast pace of work;
  • Self-starter with proven experience in launching new projects or initiatives and strong analytical skills;
  • Ability to learn quickly on new topics and to absorb and synthesize a wide range of information;
  • A strong ability to build consensus between diverse multi-stakeholder groups and an ability to work in a multi-cultural environment;
  • A strong work ethic, humility, integrity;
  • A strong command of French and and a minimum conversational level of English.
