1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the IP and Innovation Ecosystems Sector (IES).  Coordinating with other vertical and horizontal WIPO sectors, IES is responsible for helping Member States develop their IP and Innovation ecosystems to drive enterprise and economic growth. This Sector is responsible for working with key partners and intermediaries in the innovation ecosystems to provide support to researchers, innovators and enterprises, including SMEs.  Other key focus areas include IP commercialization for business growth, emergence of IP as an asset class, development of expertise on national IP strategies and related policies, economic analysis on IP and innovation and creativity, strengthening ADR and the services provided by the Arbitration and Mediation Center, and providing technical assistance to the judiciary, as well as services related to the legal databases.

 

  1. Purpose Statement

 

The incumbent is responsible for the overall coordination and management of an effective program to assist Member States to develop and implement national IP strategies in the broader context of a country’s national innovation and economic development goals. This includes leading the development of in-house expertise in the area of national IP strategies and related innovation policies; providing project management, coordination and advisory expertise; and methodologies, supporting tools and research.

The incumbent works under the supervision of the Senior Policy Advisor, IP and Innovation Ecosystems Sector.

 

  1. Work Relations

 

The incumbent is expected to work closely and collaborate with colleagues within the Sector who contribute expertise to the development of IP strategies, with those in substantive Sectors, and with those in the Regional and National Development Sector (RNDS). Colleagues in RNDS are the key interlocutors with Member States throughout the process of engaging and developing national IP strategies.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Research and analyze policy trends and international best practices relating to national IP strategies and related policies, with a view to providing substantive advice and policy expertise to internal and external stakeholders.

 

b.   Design, develop, coordinate and implement an overall strategy and mechanisms to ensure a more consistent, coordinated and whole-of-WIPO approach to the development of national IP Strategies.

 

c.   Act as the central point of coordination within WIPO  into the process of development, formulation and implementation of national IP strategies;  coordinating across Sectors as needed; and assisting colleagues in the Regional and National Development Sector who are responsible for leading and facilitating the overall engagement and development process with individual Member States.

 

d.   Provide expertise and guidance across WIPO on matters relating to the diagnostic, design implementation and evaluation of national IP strategies and related policies.

 

e.   Design and establish a locus of expertise within WIPO on national IP strategies, providing analysis and sharing of best practices, and other tools to facilitate and support knowledge sharing, in order to enhance the level of expertise and strategic advice provided by WIPO to Member States.

 

f.    Design the overall framework and update the methodology and tools, guides, training and other material, in order to ensure a coherent and harmonized process to guide Member States in the development of national IP Strategies.

 

g.   Establish and maintain contacts with Member States, public, private and NGO sectors in areas of work related to WIPO's expertise in matters relating to IP and innovation policies and strategies.

 

h.   Analyze, monitor and report on progress with WIPO's program relating to national IP Strategies, developing improvements and adjustments to the program's framework and processes to better meet the different needs and capacities of Member States.

 

i.    Prepare briefing material and internal reports; and recommend appropriate internal and external communications and engagement activities for the program.

 

j.    Develop and maintain a network of outside experts who can provide assistance to Member States on the development of national IP strategies and related policies; and provide advice to colleagues in the RNDS on appropriate experts in this area.

 

k.    Perform other related duties as required, under the mandate of the IP and Innovation Ecosystems Sector.

 

 

3.      Requirements

 

Education (Essential)

Advanced university degree in law, economics, social sciences, business management, international relations or another relevant discipline. A first-level university degree in a relevant field, plus two years' experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

 

Experience (Essential)

At least ten years of relevant professional experience in the field of innovation and intellectual property.

 

Experience developing government policies, studies and analysis in the field of innovation and intellectual property.

 

Experience (Desirable)

Experience in a consultancy environment dealing with a range of governmental and non-governmental organizations and the business community.

 

Experience in project management tools and methodologies.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Good knowledge of any other UN official language.

Deep knowledge and understanding of the intellectual property and innovation landscape and ecosystems.

 

Excellent analytical skills, including the ability to break down complex issues and to craft appropriate recommendations and solutions.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the December 2021 rate of 82.5%

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
