Organizational Context
 
The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.
The main services provided are in the field of education, emergency assistance, and psychosocial support and livelihood activities. Currently, more than 724,000 individuals are direct beneficiaries of JRS projects.
Operational Context/Role
The Procurement & Logistics Officer’s primary responsibility is to oversee the setting up of the new office, and the procurement, management and safe running of all assets and logistics needs of the Office under the direction and supervision of the Project Director of JRS Mozambique.
Relationships
The incumbent reports directly to the Project Director. S/he works closely with the Country JRS team.
Key Responsibilities
General
  • Set up an office and accommodation for the JRS Mozambique team in the Chiure area
  • Organize all logistics processes, including purchasing, warehousing, communications and transport, as well as the related administrative procedures, for JRS operations.
  • implement and monitor logistics systems, in accordance with JRS policies and procedures.
  • establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters.
  • report monthly on all logistics activities to the Project Director.
  • assist the JRS Office with logistics advice during the drawing up of new project proposals.
  • In the case of war, civil disturbance or arbitrary malicious intent, in consultation with the Project Director, to safeguard vehicles, communications and other capital equipment, either by disabling it, hiding it, or by driving it to safety, under the condition that this effort does not jeopardize the personal safety of any staff involved.
  • perform any other duties as requested by the Project Director.
Procurement and Storage
  • manage procurement of items based on authorized requisitions, in line with JRS procedures.
  • liaise closely with the Project Director on local and international procurement.
  • keep records of and maintain contacts with suppliers and local repair/maintenance shops, and to conduct price comparisons among them, in order to get the best deals 
Transport and Communication
  • regulate the use of vehicles and communications equipment.
  • install, programs and maintain communications equipment, including cellphones, telephones, radios and fax
  • supervise and plan vehicle allocation in order to optimally serve the needs of the programme
  • Monitor the fuel consumption of JRS vehicles and the skills of the drivers
  • follow JRS regulations when driving a JRS vehicle
Personnel
  • recruit, train and supervise logistics staff (including performance evaluations)
  • Manage and supervise on a daily basis the Security guards and drivers
Administration
  • ensure that the proper administrative procedures and standards for orders, stock and dispatch are followed
  • keep a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents
Security
Closely coordinate with Security Officer to exchange updates and understand risks, hurdle and/or impediments that might obstruct operations’ delivery and project implementations
Qualifications and experience:
  • At least three (3) years of professional experience working as a logistician or-related role
  • Professional experience in a similar capacity with international, non-profit organizations would be an asset
Competencies
  • A capacity to adapt to basic living and working conditions particularly to operate in a sub optimal working environment subject to power cuts / intermittent electricity.
  • Self-direction, creativity, and follow up skills to ensure work is accurate and deadlines are met
  • Ability to prioritize and manage tasks simultaneously in a fast-paced environment
  • Ability to work in a multicultural environment and promote effective teamwork
  • Strong management, analytical and interpersonal skills

  • Demonstrated experience in working in developing countries is highly desirable
  • Willingness to work and travel to refugee settings in challenging environments
Communication skills:
  • Excellent written and verbal communication skills in Portuguese and English
  • Good knowledge of local languages

Conditions
  • Contract is for 1-year renewable (depending on funding) with an initial probation of 3 months.
