Overall purpose of the role

  • In close coordination with the Area Manager, lead in the design and delivery of protection programming (GBV and general protection) for East Sudan Emergency Response
  • As the technical focal point for protection staff in his/her area of implementation, the Protection Manager will be responsible for strengthening DRC’s capacity to protect displaced persons including refugees, asylum seekers and others in mixed flows.
  • Design and rollout technical protection tools and guidelines in line with agreed strategic response

Responsibilities

 

Programme Design & Implementation:

  • Lead in the design, implementation, monitoring and reporting of protection activities, including protection monitoring, case management, psychosocial support and community-based protection, in East Sudan;
  • Responsible for ensuring on time, on budget implementation of protection projects in their defined area of operation. This includes meeting donor targets (activity and budget), ensuring donor compliant implementation and supervising quality;
  • Undertake regular visits to areas of implementation to monitor the quality of implementation and provide technical advice and tailored capacity building to field protection staff as necessary;
  • Prepare high quality and timely narrative reporting for donors
  • Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes and ensuring goods are in line with programmatic standards;
  • Manage expenditure and take timely corrective action to prevent over and under expenditure;
  • Maintain ongoing communication with Area Manager regarding relevant contextual developments and incident reporting;
  • Support integration of Protection interventions with site management and any other sectors ensuring close collaboration between field teams;
  • Identify opportunities and material to contribute to communications and/or donor visibility efforts

 

Programme Team Management:

  • Recruit and line manage protection project staff;
  • Provide regular constructive feedback to direct reports, and support direct reports in performance management of their team members;
  • Assess training and development needs within the Protection team, develop and implement capacity building plans

 

Coordination and Representation

  • Responsible for supporting with conducting donor visits, provide briefing to donors;
  • Active participation in, contribution to and representation of DRC in the Protection, GBV, PSEA, MHPSS and Child Protection coordination forums, as well as other meetings related to protection;
  • Ensure that DRC’s work is coordinated with efforts of other agencies, ensuring the specific needs and protection of vulnerable communities are being addressed;

Other

  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming;
  • Undertake any other duties that may be assigned for the successful achievement of emergency response.

Experience and technical competencies

  • Minimum five years protection field experience, preferably in an emergency contexts;
  • Significant theoretical and practical knowledge of International Humanitarian, Refugee and Human Rights Laws
  • Experience in international humanitarian work and refugee complex emergencies, including in camp settings;
  • Experience with managing large teams and providing technical guidance, training and capacity building;
  • Experience managing large protection projects, budget planning and follow-up, procurement, report and proposal writing;
  • Proven communication, negotiation, advocacy and diplomacy skills;
  • Ability to quickly develop understanding of the human rights situation and insight into the political environment of the program country;
  • Prior experience implementing GBV and PSS in emergency settings
  • Knowledge of Gender and Protection mainstreaming, AGD, PwSN and AAP approaches;
  • Experience working and living in a challenging environment and willingness to travel to conflict affected areas.

Education

Master’s degree relevant to humanitarian work: preferably in law, social work, gender studies, social sciences or humanitarian aid (significant proven field experience may be accepted in lieu)

Languages

Proficiency in spoken and written English
