BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) has stepped up its approach to broker South-South and Triangular Cooperation (SSTC) significantly over the past few years. WFP brokers SSTC to support national governments in achieving progress on food security and nutrition in line with country priorities as reflected in Country Strategic Plans. SSTC is increasingly important for WFP, and its host governments, to access and mobilize the growing expertise, technologies and financial resources that already exist in developing countries and the global South.

The WFP Programme (Humanitarian and Development) Division (PRO) coordinates the implementation of WFP’s SSTC Policy, which is currently being evaluated, and serves as a helpdesk for WFP Country Offices (COs) and Regional Bureaux (RBx) on SSTC. PRO assures normative guidance and provides technical support/coaching on SSTC to WFP RBx and COs while also engaging WFP’s Centres of Excellence in order to help them identify and realize SSTC opportunities as part of WFP’s programme of work. The Division also coordinates WFP’s SSTC engagement with other UN-partners and government partners and positions WFP on key SSTC issues relating to food security and nutrition in the context of the 2030 Agenda for Sustainable Development.

PRO is advertising a vacancy for a consultant to support the Division’s work on South-South and triangular cooperation. He/she will support PRO's Head of the South-South Cooperation Team to support donor engagement and resource mobilization for SSTC. He/she will also propose and launch targeted communications initiatives and visibility products for WFP's work on SSTC. These will help  to position WFP as South-South cooperation broker and expand the partnership and donor base in this growing field of work.

This role can be performed remotely, on a WAE basis, and will be for period of six months. The consultant will report to PRO's Head of South-South and triangular cooperation team.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Facilitate the roll-out of WFP's Engagement and Partnerships Strategy for SSTC, in order to expand WFP's partnerships to promote South-South and triangular cooperation.
  2. Gather and analyse donor intelligence and advise on relevant partnership and resource mobilization opportunities for PRO-T/SSTC in the changing global partnership landscape for development cooperation and COVID19 context.
  3. Consolidate briefs for management in order to support outreach to traditional and non-traditional donors on SSTC. 
  4. Design, enhance and launch new WFP communications initiatives and products in order to position WFP as broker for South-South Cooperation internally and externally. 
  5. Other duties, as required by the function.   

DELIVERABLES AT THE END OF THE CONTRACT:

  • Roll-out of WFP's Engagement and Partnership Strategy for SSTC; expand outreach, partnerships and resource mobilization in this growing area of work; enhance and launch new communication and visibility initiatives and products to position WFP as SSTC partner for SSTC; contribute to WFP's SSTC programme support initiatives as needed.   

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced university degree in International Relations, Economics, Communications, IT, or other fields relevant to the job profile, or first university degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Demonstrated experience in donor engagement, resource mobilization and partnerships for development projects

    Excellent writing and communication skills

    Experience in facilitating South-South cooperation projects is a plus.

Knowledge & Skills:

  • Demonstrated strong communication, writing and conceptual skills. Experience in graphic and web design is an asset. Excellent teamwork, outreach and engagement skills. Proficiency in MsOffice (Word, Excel, Power Point)

Languages:

  • Fluency in English. Knowledge of a second UN language is a plus.
