ORGANIZATIONAL CONTEXT

WFP Chad is engaged in the digital transformation process to effectively and efficiently use cash-based programmes to assist people affected by drought and post crisis food insecurity, while looking into the financial inclusion of the poor and vulnerable communities. In order to achieve this, WFP plans to increase the use of innovative approaches to crisis response and social protection, leverage technologies along capacity development, and use the appropriate transfer modalities to support these programmes in Chad. WFP therefore seeks a strong and reliable capacity to ensure that the organization counterparts are dully supported, beneficiary registration and transfer management activities are thorough, effective and efficient; existing business critical systems are sustained, scalable and well adapted to WFP’s evolving needs.

 

In line with the country office objectives, WFP Chad requires a Business Transformation Officer (TEC/SCOPE Officer) to coordinate the implementation of SCOPE End-to-End, support counterpart capacity development, and support the implementation of technologies and processes to enable smooth cash-based activities and reconciliation.

KEY ACCOUNTABILITIES

  1. Reporting to the Head of TEC in the CO, the BTO will be responsible for provision of the following services in support of cash-based food assistance activities:
  2. Support the budgeting, planning and deployment of SCOPE and Telecommunications systems to support cash-based transfers, in accordance with WFP corporate standards;
  3. Assist and advise in the development of Programme operational plans and deliver resource requirements to facilitate achievement of overall CBT programme objectives;
  4. Actively participate in the planning, design and implementation of DAS, Innovative solution and TEC-related activities in cash- based food assistance programmes;
  5. Collate data and contribute to the preparation of accurate reports on SCOPE/CBT investments and costs, providing information to inform decision-making by stakeholders

  1. Manage the end-to-end SCOPE beneficiary registration, reconciliation and reporting;
  2. Establish and manage the Beneficiary Service Desk to ensure calls from beneficiaries are attended to and organize the beneficiaries’ complain, feedback, incidents and inquiries in a form of report to management.
  3. Ensure support is provided to the capacity development effort to accompany, UN agencies and institutional counterparts in developing and applying systems for beneficiary registration;
  4.  Support the TEC infrastructure upgrade in the CO and act as deputy Head of TEC
  5.  Undergo regular deep-field enclaved missions with possibility of long stay in remote and hard-to-reach locations
  6. Other tasks as required.

DELIVERABLES

  • Seamless coordination of TEC-specific activities in SCOPE/CBT by ensuring close-knit liaison with key stakeholders i.e. WFP, UN agencies, Cooperating Partners, Telecoms and Financial Service Providers.
  • Organised, accurate and well-documented results with well-analysed data and address unforeseen situations seeking advice and guidance as necessary.
  • Effective use and compliance with WFP corporate guidelines on TEC/SCOPE and Cash and Vouchers on cash- based activities e.g. procurements, IT ServiceDesk etc.

 

CRITICAL SUCCESS FACTORS

 

  • Coordinate WFP Chad TEC unit activities related to cash-based transfers e.g. Identifying, procuring, testing, and recommending new technologies; Overseeing modifications to WFP’s systems and processes to meet business needs;
  • Provide business innovations and technology relationship management internally and externally.
  • Support data collection exercises related to beneficiary registration, enrolment, reporting, cash transfers and distribution monitoring;
  • Support beneficiary registration/distribution guidance and activities, in-line with national legislation and global standards, for capture, use and protection of data;

  • Develop business requirements and other system documentation to support development of bespoke applications in the country office;
  • Ensure innovative solutions and Tech market updates into corporate systems that meet desired outputs;
  • Ability to work in a team environment and coordinate assignments to achieve common goals.
  • Ability to adapt and work in difficult climate and security-related conditions

MINIMUM QUALIFICATIONS

Education:

University degree in Computer Science, Management information systems or other relevant field; or First University degree with additional years of related work experience or trainings/courses in Information Systems.

Language:

Proficiency (read/ write/ speak) in French and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years of progressive postgraduate-degree experience in a TEC related field such as hardware and software support, WAN/LAN, business / systems analysis

  • Experience in large-scale rollouts and client support, such as, a Service Desk and User Support Unit. Experience in SCOPE/CBT operations. Budgeting and planning implementation with counterparts is a key requirement.

  • Has assisted in the design and implementation of service management and support systems / processes.

  • Has performed user support activities resulting in timely, high-quality delivery of services to user communities in various business contexts including remote / distant areas.

  • Experience in database administration and reporting; working in an international, or multicultural environment; and working knowledge of WFP Programmes and projects, preferably with hands-on experience in cash-based transfer activities;

OTHER REQUIREMENTS

Knowledge & Skills:

Proficiency in Tableau, MDCA, ONA, SUgarCRM, IVR and Microsoft Office in particular MS Word, MS Excel and MS Access

 

Possession of a combination of business and technical (TEC) including - general management skills and document preparation.
