Sustainable Landscape Officer, Mexico Country Program

The Sustainable Landscapes Officer will report to the México Country-Representative. The position will be responsible for developing substantive inputs and analyse the development, delivery, and assessment of work related to the implementation and monitoring of the Sustainable Landscapes thematic area with limited supervision of a manager and in close work with the relevant Mexican institutions. The position will guide project development and implementation at national level (KOICA, GCF, KNGDF, etc.), assess its effectiveness and recommend new initiatives and partnerships. Also, the position will provide substantial advice/analysis of current products and project components, identifying opportunities and areas for improvement and generate knowledge sharing opportunities to enhance GGGI´s programmatic capacity. 

Main responsibilities include but are not limited to supporting and aligning the relationship with the Ministry of the Environment and Natural Resources (SEMARNAT for its acronym in Spanish) Ministry of Agriculture and Rural Development (SADER for its acronym in Spanish) and other relevant stakeholders at National and Subnational level, promote Sustainable Landscapes´ policies implementation and tracking, managing integrated processes and organizing effective program activities on Sustainable Landscapes, including supporting the KOICA restoration project.

 

PURPOSE

 

  • Provide support and technical input for the implementation and monitoring of Sustainable Landscapes related policies, particularly those related, but not limited to forest economy and sustainable agriculture;
  • Implement Environment and Sustainable Development activities of GGGI's projects/programmes in close collaboration with GGGI's team and partners, particularly but not limited to the KOICA restoration project, and GCF and KNGDF projects.
  • Assess Sustainable Landscapes and green growth issues and opportunities within targeted sectors at the national and subnational level in coordination with key national counterparts, such as Ministry of Environment, Ministry of Agriculture, CONAFOR, INECC, CONABIO, CONANP, NGOs and others, and define strategic interventions for which GGGI will be a key partner in support of the overall 2021-2025 CPF objectives;
  • Closely collaborate and liaise with other GGGI-México team members for technical consultation and inputs to align efforts and workstreams from national to sub-national level.
  • Identify new workstreams and elaborate proposals to be able to meet Government needs in terms of Sustainable Landscapes actions and other related green growth topics. This implies budgeting, proposal preparation, project implementation, monitoring and evaluation, and liaising with potential new partners;
  • Support the Country Representative in developing and consolidating a GGGI program for México that aligns well with national, and subnational priorities, SDGs and México´s international commitments towards climate change mitigation/adaptation.
  • Support with technical and strategic advisory to the Country Representative on new areas of program expansion, enhancement and trouble-shorting.
  • Compile best practice through research case studies and other illustrative materials which support GGGI´s state-of-art understanding on Sustainable Landscapes

 

ENGAGEMENT

 

  • Works closely with national counterparts to acquire information/knowledge and to build cooperative relationships and establish the organization as an effective partner for policy delivery, particularly with the Ministry of the Environment and Natural Resources, Ministry of Agriculture and Rural Development, CONAFOR, INECC, CONABIO, CONANP, and other relevant institutions;
  • Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders across the program, including those related to the KOICA restoration project.
  • Articulate and sustain GGGI´s engagement with SEMARNAT, SADER, CONABIO, CONAFOR, and other relevant related institutions;
  • Coordinate closely with the México and LAC Regional Office team as needed to build complementary capabilities and stronger technical delivery to government and private sector partners towards achievement of program goals and desired impact;
  • Develop strong networks among other international cooperation agencies, NGOs, government institutions, private sector stakeholders and other relevant parties that could support and facilitate GGGI´s delivery, scalability and impact;

 

DELIVERY

 

  • Implement programs, projects and actions related to the Sustainable Landscapes thematic area in México, including the KOICA restoration project, and GCF and KNGDF projects.
  • Understand México Programs and projects methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program;
  • Assess delivery issues and identifies potential solutions in consultation with key national and subnational counterparts to build common understanding and implementation of project activities;
  • Monitor project implementation and execution, as well as be responsible for developing reporting of program activities as required
  • Consolidate and conduct technical analyses to address green growth opportunities and provide support for sound regulatory and policy design and implementation;
  • Monitor and follow-up to ensure alignment of services to meet client needs; including Sustainable Landscapes implementation and monitoring actions and particular programs such as the GCF, UKPact and others that are relevant for meeting sectoral climate mitigation / adaptation commitments;
  • Participate in any other relevant activities deemed necessary for the development of GGGI’s México programme, including monitoring and evaluation of the Sustainable Landscapes related activities.

 

 

REQUIREMENTS
 
QUALIFICATIONS
 
  • A Master’s degree in these relevant fields such as climate policy, climate change, ecology, sustainable development, environmental management, or similar;
  • 8 years of relevant experience in the promotion and implementation of integrated landscape management strategies, low-carbon, sustainable development, carbon markets, AFOLU and/or forestry;
  • Knowledge of green growth approaches to advancing on sustainable landscapes objectives, involving both private and public with relevant experience on Policy development, implementation, and/or evaluation;
  • Knowledge of public policies and natural resource conservation and management in Mexico.
  • Field experience and context understanding of local communities, environment and development institutions, bottlenecks, issues and policies at the national and local levels;
  • Experience in managing projects (with international funding) that include multistakeholder and multisector participation, with the involvement of international cooperation agencies, international organizations, NGOs, government institutions and other relevant parties.
  • Preferably previous experience working in international organisms similar to the Global Green Growth Institute -where collaboration between regional, country offices and thematic officers is key towards the achievement of the objectives.
  • Fluency in English and Spanish (spoken and written).

WORKING CONDITIONS

 

The Sustainable Landscape Officer, Mexico Country Program is an X8 grade level in GGGI’s Mexico salary scale. For X8 Mexico grade, the base salary starts from USD 51,021 to USD 79,633. Determination of base salary is subject to candidate's experience, academic background and internal  equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
