Consultancy for Development of costed National Response Plan on Violence Against Children, Lesotho Country Office, Maseru - 90 days

Lesotho Country Office is looking to engage a technical expert to support the Government of Lesotho (GoL) in developing a costed, multifaceted National Response Plan (NRP) to prevent and respond to violence against children (VAC).

UNICEF is hiring a technical expert to support the Government of Lesotho (GoL) to develop a costed, multifaceted National Response Plan (NRP) to prevent and respond to all forms of violence against children (VAC). The aim is to develop realistic and time-bound targets with a robust Monitoring and Evaluation framework. The development of the National Response Plan will be led by UNICEF in collaboration with the Government of Lesotho, and with the support of development partners, CSOs and communities.

Under the general supervision of the Chief of Section and day-to-day guidance of the Child Protection Specialist, the consultant will:

1. Review VAC survey report
2. Hold multi-sectoral meetings with Government and partners to identify the proposed interventions for ending VAC in Lesotho
3. Develop and finalize the response plan in collaboration with all relevant stakeholders to validate the plan
4. Develop a M&E framework
5. Cost the response plan
6. Facilitate a validation workshop with the aim of the Government and partner’s endorsement of the draft National Response Plan to end VAC.

The Consultancy will be home based / remote with limited travel in the country for stakeholder meetings.

To qualify as an advocate for every child you will have…

• An advanced university degree in Social Science particularly Strategic Planning, Public Policy, Public Administration, or any related field.
• At least ten years professional experience in Strategic Planning, Development and Change Management. Experience in guiding strategic planning processes and similar assignments carried out as required.
• Proven experience in planning and funding cycles of the public sector and of development partners
• Technical expertise of Child Protection sector, Sustainable Development Goals, especially those focused on socioeconomic upliftment of vulnerable groups
• Strong background and knowledge of the international, regional and Lesotho’s legislation and policies pertaining to child protection and children’s rights.
• Experience in effectively facilitating the collaborative work of a wide range of stakeholders, including government and development partners.
• Familiarity with UNICEF’s mandate and goals is an advantage.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Proficiency in English. Excellent writing skills in English

Administrative issues: 

No contract may commence unless the contract is signed by both UNICEF and the Consultant.

The Consultant will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

The Consultant will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance covering medical evacuation (if travel is involved) prior to taking up the assignment.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
