Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Certificates and/or Licenses
Business Administration, Law, Political Science

Desirable
Completion of UNHCR learning programmes or specific training relevant to functions of the position.
UNHCR field experience.

Language Requirements

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 11,091 and TRY 13,918 TRY depending on relevant experience, dependency status and language proficiency. ======================================================================================================== I. Nature of the Position

UNHCR established  presence in Edirne to observe the onwards movement trends on spot. Edirne office is also expected to undertake UNCHR's protection response in coordination with Istanbul Field Office, in the urban and detention setting with monitoring missions, access to registration, case processing in terms of GBV and Child protection, coordination of humanitarian assistance with counterparts as well as conducting advocacy activities with external and governmental stakeholders.
UNHCR presence in Edirne will improve UNHCR's coverage in neighboring provinces such as Kirklareli, Canakkale and Balikesir where onwards movement trends will be observed and the protection interventions activities will be delivered. The staff member is expected to travel frequently to other provinces in the region

II. Interaction with Persons of Concern or External Stakeholders

Against the above-mentioned operational background, UNHCR staff members deployed to Edirne are expected to deliver the non-exhaustive following responsibilities under the supervision of  Istanbul Field Unit:
-Liaise with local authorities including but not limited to PDMM, Turkish Land Forces, Gendarmerie, Police, Turkish Coast Guard and AFAD to follow-up and observe the developments and trends on the western border cities.
-Follow-up on the issues of access to international protection and the protection concerns for refugees and asylum seekers in the context of mixed migration.
-Undertake pushback interviews with the survivors and provide timely, accurate reports vis a vis the border situation in the entire region.
-Provide up to date, frequent and accurate field observations and undertake systematic reporting of the trends and protection issues in the region.
-Advocate for UNHCR inclusion to coordination meetings within the Governorate and represent UNHCR in such meetings.
-Develop relationships with mukhtars, district governorates, municipalities, PDoFSS and community leaders in the region.
-Coordinate the humanitarian response provided directly by UNHCR, through its partners and other stakeholders including UN Agencies in the province.
-Provide guidance and supervision (where necessary) to UNHCR partners in the delivery of the protection response.
-Undertake protection assessment surveys and use the Office¿s information management tools to observe the trends in the region
-Develop the already existing relations with the Bar Associations on the border cities and create opportunities for better coordination and cooperation efforts.

III. Reporting and Managerial Expectations

The staff member is expected to provide timely and accurate daily and weekly reporting.

IV. Additional Languages, Skills and Qualifications

Since this position requires direct communication skills with frontline institutions excellent knowledge of Turkish (writing-speaking-listening-reading) is required. Very good drafting skills in English is essential. The closing date of the job opening is 27 January 2022.
