Org. Setting and Reporting

The Emergency Cash Assistance Project Officer is reporting to HRO-Cash Assistance

Responsibilities

1. Assists Senior Humanitarian response officer SHRO and Humanitarian response officer HRO for the planning, implementation and monitoring of Cash Assistance Programme;
2. Supervises, trains, guides and ssists the Project Associates and other staff in the implementation, monitoring and evaluation of Cash Assistance Programme;
3.Provides day to day advisory services to the Palestine refugees claiming cash assistance, as and when required during and after the cash round;
4. Coordinates with Chiefs of area offices for smooth operation of Cash Assistance Programme;
5. Liaises with NGOs, CBOs and other organiztions operating cash assistance programme;
6. Represents UNRWA SFO at cash and voucher working group and other forums;
7. Contributes to the assessment of service providers performance and their selection;
8. Leads the activities of the complaint and feedback mechanism CFM & ensures related reporting needs;
9. Participates and assists in research, studies and the evaluation of the impact of Cash Assistance programme;
10.Contributes to the conception of innovative transfer mechanisms;
11.Lead the distribution of cash assistance at SFO distibution center;
12.Prepares relevant statistics and reports, and maintains records thereof;

Competencies

- Ability to establish and maintain effective working relationships with others in team working environment;
- Knowledge of social development principles and concepts;
- Excellent communication and negotiation skills, sound judgment and demonstrated problem-solving skills;
- Very good analytical and reporting ability;
- Ability to use the computer especially MISs used UNRWA
- Knowledge of the socio-economic conditions of the PalRefs and knowledge of the customs and habits of different PalRefs groups;
- Knowledge of the fundamentals of cash based interventions.
- General knowledgeof GAPAR activities, rules and general information about Palestine.

Education

A university degree in Social Sciences, Law, Public Administration, Business Administration or another related field.

Work Experience

At least Five years of relevant experience in programme/project implementation, monitoring and evaluation in humanitarian setting or in other related discipline.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Contract Status:
- Limited Duration Contract for 6 months renewable appointment subject to funding confirmation.
Monthly basic salary: 896.20 USD
Grade: Band F

• 30 days of annual leave in addition to maternity and sick leaves.
