UNICEF/Haiti has been present in Haiti and working in close collaboration with the National Water and Sanitation Directorate (DINEPA) on emergency response and development projects since 1994. UNICEF has been supporting the Emergency Response department (DRU) of DINEPA since its creation, financially, logistically, and technically. 

In the aftermath of the earthquake, UNICEF/Haiti has been supporting the DINEPA (DINEPA/OREPA Sud/DRU/ONEPA) and partners in the coordination of WASH assessments and response with regional and departmental coordination and played a leading role in the preparation of the WASH component of the Post-Disaster Needs Assessment (PDNA).

With regards to the recurrence and acuteness of the emergencies in the country and the need for a strong emergency preparedness and response, a strong functional coordination mechanism with the adapted strategies and tools is necessary to improve the emergency WASH response to the urgent needs of the most vulnerable, considering the contribution of all key stakeholders.

How can you make a difference?

The incumbent will coordinate the timely formulation, design, planning, implementation, monitoring and evaluation of the Water, Sanitation and Hygiene (WASH) in emergency program/projects and emergency preparedness and response, in collaboration with the Government counterparts and all humanitarian actors to ensure the efficient and effective management and implementation of the program and the achievement of its goals and objectives

Under the guidance of the Chief WASH, he/she will:

• Deliver an effective programme, sectoral or inter-sectoral, planning, development and management by leading, guiding, coordinating and supporting the timely completion of the emergency situational analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral inputs and reports.
• Promote the quality of rights-based emergency WASH programmes through participation in the formulation of emergency programme/project goals, strategies, and approaches.
• Bring coherence, synergy and added value to programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
• Ensure coordination, cooperation, and appropriate collaboration among all humanitarian partners (UN agencies, national and international NGOs, local civil society, and research institutions), and with national and local authorities, in accordance with their respective mandates.
• Ensure the establishment and maintenance of appropriate sectoral coordination mechanisms, including working groups with national and, if necessary, at the local level.
• Organize and facilitate meetings of the WASH Cluster and promote knowledge management by exchange of knowledge, information, experience or lessons learned from emergency preparedness and response; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
• Obtain commitments of key partners to meet the needs and filling gaps, ensuring an appropriate division of responsibilities.
• Promote and encourage key stakeholders to work collectively, ensuring the complementarity of the partners.
• Ensure that the WASH priorities are considered by the United Nations Resident Humanitarian Coordination Team (HCT) / Humanitarian Coordinator, government representatives, donors and other key organizations on priorities, resource mobilization and advocacy.
• Ensure adequate and transparent evaluation of emergency preparedness and response.
• Ensure adequate attention is given to Disaster Risk Management, including emergency preparedness and response.
• Ensure effective collaboration with Communication and other sectors to ensure development of effective communication materials and strategies to support advocacy, social mobilization, and emergency efforts.

To qualify as an advocate for every child you will have…

• Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.

Additional training in Health Education or Communication for Development (Programme Communication), an asset.

• A minimum of five years of relevant professional work experience in WASH, including WASH in emergency and humanitarian response preparedness and implementation in developing countries
• Experience of clusters or technical groups’ facilitation and of development of WASH technical tools
• Demonstrated ability to conceptualize, innovate, plan and execute ideas, and transfer knowledge and skills
• Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.

• Fluency in French and English is required. Knowledge of Haitian Creole is an asset.
