Context

The International Policy Centre for Inclusive Growth (IPC-IG), the International Labour Organization Regional Office for Arab States (ILO ROAS) and the United Nations Development Programme Regional Hub for Arab States are collaborating to adapt TRANSFORM modules to make them relevant and useful for decision-makers and practitioners in the Arab region. TRANSFORM is an innovative approach to strengthening national capacities for the implementation of national Social Protection Floors that has been developed as a joint United Nations (UN) initiative in Africa. Based on the vision of inclusive and rights-based social protection as reflected in the UN Social Protection Floors Framework, TRANSFORM seeks to build capacity at national and decentralized levels to improve the design, effectiveness and efficiency of social protection systems. The TRANSFORM learning package is organized in a modular structure and reflects the key building blocks/modules of a holistic and interdependent social protection system: Administration, Coordination, Financing & Financial Management, Governance, Legal Framework, Monitoring & Evaluation, Management Information Systems, and Selection & Identification.
