Digitalization and Innovation Consultant open to Nationals of Kyrgyzstan only

The consultant will review and provide ongoing technical support to each Programme team in mainstreaming digital innovations in the areas where UNICEF is best positioned to close those existing gaps. This, among others, includes identification, selection, co-creation, evaluation, concept design, deployment, piloting and evidence generation in partnerships of new or proven solutions assuring the governmental buy-in from early stages. One of the key components of the assignment will be to provide cross-sectoral support to the Programme and Communications teams.

Scope of Work:

It is expected that technical support will be provided in the following areas:

1.            Technical Support to ongoing and new digitalization initiatives

•             Provide support and technical assistance to the Country Office teams (Programme, Communications) in the concept design, deployment and sustainability of innovative and technological interventions to address bottlenecks towards the achievement of the Programme results with particular focus on EMIS, digital learning platforms, Telemedicine, digital case management, digital youth engagement and others. 

•             Co-create appropriate technology and innovative solutions with programmes and partners by applying Human-centered Design approach and in compliance with the Principles for Digital Development (http://digitalprinciples.org/) and UNICEF Innovation/T4D best practices.

2.            Engage and maintain partnerships and networks

•             Promote UNICEF as a player in innovation through participation and support to the Country Office in representation in external, inter-agency or partner forums on Innovation, Digital Development and Technology Innovation.

•             Proactively scout for funding, partnership opportunities and build the space to nurture and test new and innovative ideas together with universities, youth networks and local entrepreneurs towards solving development challenges specific to UNICEF’s areas of work, specifically targeting the most vulnerable children and young people.

•             Support the partner ecosystem mapping by documenting localized partners and their profiles, their areas of engagement to promote and enhance UNICEF goals for outcomes for children through the use of innovation.

•             Establish close relationships with the Regional Office T4D Business Analyst and the UNICEF HQ office of innovation.

3.            Strategic planning for digitally enabled Programming

•             Support conceptualization of the digitalization and innovation/Technology for Development (T4D) strategy for the new Country Programme (2023-2027) in close collaboration with the Country Office Programme team, HQ innovation division and Regional Office.

•             Support strategic planning and consultation activities with private sector, local start-up ecosystem, academia, innovation and digital economy governmental counterparts, NGOs and communities for the next Country Programme (2022-2026).

4. Knowledge management

•             Help identify, capture, synthesize and share lessons learned from Innovation and T4D for integration into broader knowledge development planning, advocacy and communication efforts.

•             Maintain an inventory of Country Office innovation interventions.

 To qualify as an advocate for every child you will have

  • Advanced University degree(Master’s) in Computer science, Information Systems Management, ICT Management, International Development, or another related field. 
  • Knowledge/Expertise/Skills required: 

    • A minimum of 7-10 years of experience in identifying, designing and implementing solutions for large-scale projects with technical components;  

    • Experience in supporting and coordinating project activities across a large organization and with other international partner organizations desirable;  

    • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying technical solutions to address programmatic issues is considered an asset;  

    • Hybrid background combining technical skills, strong conceptual ability to integrate the capabilities of available technology, the organizational needs and functions that technology must support; 

    • Understanding of international development issues;  

    • Must have strong skills in business analysis and technical project management;  

    • Excellent written and oral communication skills a must. Presentation skills are an advantage;  

    • Fluent English and Kyrgyz or Russian languages .
