  • Evaluer la pertinence et le réalisme des objectifs et priorités définis, la faisabilité et l’efficacité des options stratégiques retenues pour la mise en œuvre, la crédibilité et la validité du financement et des systèmes de suivi-évaluation

  • Formuler des recommandations pour une mise œuvre efficace et efficiente du plan d’actions budgétisé (PAB) de la PNEM

REQUIRED QUALIFICATIONS DESIRABLE QUALIFICATIONS OVERVIEW OF THE FUNCTIONS OF THE POST

Sous l'autorité du Chef du Bureau de l’UNESCO à Bamako, la supervision directe du Responsable de Projet Education basé à Bamako et les orientations de la Responsable Nationale du Projet basée au Bureau l’UNESCO à Bamako, le Consultant international sera chargé de 

  • Evaluer de façon indépendante la faisabilité opérationnelle de la Politique Nationale Enseignante du Mali (PNEM) en vue de sa mise œuvre conformément aux dispositions du Guide de l’évaluation du PSE produit par le GPE et l’IIPE 
  • Analyser le processus d’élaboration de la Politique Nationale Enseignante du Mali 
  • Apprécier l’adéquation et la qualité des données utilisées et de leur analyse pour un bon diagnostic de la formation et de la gestion de la profession enseignante, une identification rigoureuse des problèmes à résoudre, des contraintes, des défis et des risques auxquels est confronté le système éducatif du Mali en vue d’une dotation en enseignants qualifiés et en nombre suffisant
