Context

Reporting to Portfolio Manager, Ending Violence Against Women, Governance & Human Rights the UNV Technical Expert (Access to Justice), Pakistan assists the Pakistan Country Office (PCO) in taking responsibility for planning, implementing, and managing UN Women interventions in Pakistan. She/he works in close collaboration with the programme and operations team at PCO, UN Women HQ and ROAP staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Task description

Within the delegated authority and under the supervision of Portfolio Manager, Ending Violence Against Women, Governance & Human Rights or his/her designated mandated representative(s), the UNV Technical Expert will: 1. Lead the Pakistan country programme interventions related to Access to Justice • Guide the development, implementation, and monitoring of the country programme annual workplan and individual programme workplans related to A2J, including budget and results framework; • Oversee the delivery of the day-to-day programme activities to ensure prompt and adequate delivery of results; • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements; • Liaise with EVAW experts in Regional Office on Asia Pacific/ UN Women HQ to get their technical input as needed • Prepare for programme audits and implement its recommendations. 2. Lead technical support and capacity development to national partners • Provide substantive technical support on A2J to national partners and other stakeholders • Build and strengthen relationships with national partners to support implementation and expansion of the country programme; respond to any potential problems; • Manage capacity building opportunities and initiatives of key institutions and mechanisms; • Provide timely and quality inputs and suggestions on programmatic areas; • Provide partners with technical assistance, training, and capacity development initiatives as needed. 3. Manage the implementation of programme/ project activities through monitoring and reporting • Coordinate closely with EVAW Unit colleagues at country office and provincial sub-offices for providing guidance to programme planning and implementation; • Establish an effective monitoring system for the delivery of programme results; • Support the preparation of quarterly and annual progress reports and donor reports and organize progress reviews as necessary; • Attend field missions and write reports on monitoring missions. 4. Support the management of people and financial resources of the programme • Support the development and monitoring of the programme budget; • Provide inputs to drafting terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary. 5. Build partnerships and support in developing resource mobilization strategies • Contribute to the development and implementation of partnership and resource mobilization strategies for PCO; • Finalize relevant documentation on donors and potential opportunities for resource mobilization; • Coordinate regularly with partners working on similar interventions to obtain information and develop collaboration as relevant • Represent PCO at events and fora for presenting its work and developing partnerships; • Analyze and research information on donors, prepare substantive briefs/ concept notes/ project proposals on possible areas of cooperation, identification of opportunities for cost sharing. 6. Manage knowledge building and sharing and communications advocacy • Review materials developed by team members (including Country Office and Provincial Sub Offices) or received from external partners/ consultants to provide valuable input, incorporating a gender, human rights and A2J lens for quality knowledge products and documents; • Undertake thorough technical review and quality assurance of all knowledge products (including but not limited to: Training materials, capacity assessments, studies/ data collection on VAW/ A2J) • Develop knowledge management strategies and methodologies for interventions related to A2J; • Identify and synthesize best practices and lessons learned for information dissemination; • Provide PCO with updates and relevant information for publication and advocacy campaigns.
