Associate Liaison Officer

Organizational Setting and Work Relationships

UNHCR has been present in Ukraine since 1996, supporting the government of Ukraine with the reception of refugees and asylum seekers, and with facilitating the resolution of citizenship and statelessness issues. Ukraine is currently home to around 5,000 asylum-seekers and refugees, and an estimated 35,000 people who are stateless, or at risk of statelessness due to their lack of documentation. Since 2014, UNHCR is also implementing programmes addressing the humanitarian needs of internally displaced and conflict-affected persons in Ukraine, while seeking to operationalise the humanitarian-development nexus to support sustainable solutions and resilience. Based on its protection and durable solutions mandate for displaced and stateless populations and the Global Compact on Refugees, UNHCR pursues a 'whole of society' approach to enable asylum-seekers, refugees, IDPs and stateless persons to access protection, be included in national services like social protection, and attain long-term solutions to their situation.

The Associate Liaison Officer plays a key role in promoting the inclusion of these populations in development strategies and programmes, to ensure they are not left behind but included in economic opportunities and social protection systems, and enabled to develop their human capital and contribute to the development of the society. S/he is responsible for conducting analyses of the political and economic environment, identifying opportunities which can serve to reduce the vulnerability of these populations and support their inclusion, and engaging with key Government institutions, as well as with UN agencies, civil society, development partners, international financial institutions and private partners on these issues within established sectoral working groups and bilaterally. The Associate Liaison Officer contributes to the development of UNHCR's multi-year strategy and direction, and to communication products that explain UNHCR's mission and role and contributions of persons of concern. S/he also serves as UNHCR's entry point with Government institutions on overarching and cross-cutting issues related to UNHCR's mandate, mission and operational engagement, to ensure an open and transparent partnership approach. The overall goal of the position is to strengthen and enhance the effectiveness of UNHCR's responses to situations affecting people of concern to UNHCR through an open and transparent partnership approach with the Government and other stakeholders. The position is based at UNHCR's Representation Office in Kyiv and reports to the Representative.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Participates in formulating and communicating UNHCR positions on Government-related matters on protection, assistance and inclusion of refugees, providing suggestions for briefing notes, talking points and issues papers for relevant discussions with the Government.
- Provides suggestions for promoting UNHCR's policies and liaising with Government authorities on issues related to latest humanitarian and development processes.
- Assists in establishing and coordinating country-specific coordination mechanisms for situations co-led by UNHCR and the Government. Where applicable, assists in supporting the development of country-specific refugee response plans (or refugee and migration response plan and refugee and resilience plan) and comprehensive responses.
- Assists in ensuring the coherence of the work of the Multi-sector group (MSG) in accordance with the Government.
- Assists in organizing and implementing capacity-building seminars or training programmes for target groups (government officials, etc.).
- Responds to queries from Government Officials, NGOs, individuals, etc. and provides the information required or appropriately refers the queries elsewhere.
- Assists the supervisor in preparation of statements that represent UNHCR's overall policies and which highlight specific area of concern, ensuring that the supervisor is prepared for meetings/missions by providing relevant information and establishing contacts.

Minimum Qualifications

Relevant Job Experience
Essential:
At least 3 years of experience working in government institutions, international financial institutions, research institutions or think tanks, private sector and/or UN or other organisations on policy issues and strategic development in areas relating to economic and social development of populations and societies.
Experience in monitoring, reviewing and analyzing public strategies, policies and plans, and in formulating and conducting advocacy activities.
Experience in liaison and networking with governmental institutions and other stakeholders towards common goals.

Desirable:
Experience in applying economic concepts to policy issues based on established analytical methods, and demonstrated understanding about the connections between them.
Experience in research in economics and econometrics and/or in social policy and economics.
Experience with working in an international, multilateral context.
