CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, Pneumonia, Diarrhoea, Sexual and Reproductive Health, Cancer, VBDs, Immunization & Tuberculosis. Through its Health Financing and Digital Health programs, it helps ensure access to and continuity of appropriate, quality care.

Project Background

 

CHAI’s Health Financing program supports governments implementing reforms towards the goal of universal health coverage; ensuring that patients can access the care they need without suffering financial hardship. In India, CHAI staff work closely with the National Health Authority (NHA) and State Health Agencies (SHAs) to build capacity for and support evidence-based decision making in the design and implementation of AB-PMJAY.

 

Position Summary

 

The Manager, New Initiatives and Partnerships will be a core member of CHAI’s Health Financing program in India, working in collaboration with a team based across the NHA and SHAs in supporting one of the largest insurance schemes in the world. The successful candidate will lead the program’s efforts in developing a robust learning and partnership agenda including, but not limited to, driving new initiatives focused on capacity building at the state and national levels, developing a monitoring and evaluation framework for ongoing and prospective engagements, and developing and executing on a collaborative research and knowledge-sharing agenda with other institutional partners in the Health Financing ecosystem.

 

The Manager, New Initiatives and Partnerships will report to the Senior Program Manager (program lead) on the Health Financing team and work closely with teams at the NHA and SHAs as well as the Health Financing global team.

 

CHAI is seeking a highly motivated individual with outstanding credentials, strategic thinking, project management, and communication skills to help shape the Health Financing program in India. Responsibilities
  • Support the strategy and growth of the Health Financing portfolio in India, identifying and initiating  partnerships with government, academic and implementing partners to operationalize new workstreams
  • Work closely with program lead and CHAI teams at the NHA and SHA to identify new and innovative approaches for technical and management capacity building and spearhead their formulation into specific initiatives
  • Spearhead research and learning initiatives to identify challenges in insurance policy and implementation, design strategies for improvement, and test and scale outcomes.
  • Work closely with teams at the state and national levels to develop a robust monitoring and evaluation framework that will inform the execution of existing initiatives and development of new initiatives.
  • Develop innovative approaches to capacity building, ensuring skills transfer and government ownership in all projects
  • Lead CHAI’s engagement with institutional partners in the AB-PMJAY ecosystem in India, identifying and executing on opportunities for collaborative learning
  • Work with the program lead to organize and facilitate learning exchanges, workshops and trainings for practitioner to practitioner exchange, to strengthen capacity and knowledge sharing on priority technical topics
  • Document and disseminate approaches and learnings through local and global platforms, including through workshops, conferences, and development of case studies
  • Support donor engagement with new and existing donors, including developing workplans and budgets, writing and presenting narrative and financial reports, and representing and communicating the health financing work.
  • Establish and maintain effective and collaborative working relationships and engagement with CHAI India and global teams, local institutional partners, and technical/academic institutions at national and state levels, and ensure maximum coordination of resources and effort
  • Other responsibilities as needed
Qualifications
  • Postgraduate degree in Health Systems, Health Insurance, Health Economics, Health Administration or a closely related field with 7+ years of relevant work experience; or Bachelor’s degree with 10+ years of experience
  • Experience in designing and managing monitoring and evaluation, research and learning initiatives
  • Demonstrated experience engaging with governments at national and local levels
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills.
  • Demonstrated success in coordinating various stakeholders/interests and developing strong relationships in order to drive a process successfully
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
  • Willingness to travel to states at short notice, even to remote places and for extended periods (~40% travel; as COVID guidance and travel restrictions allow)
  • Fluent command of spoken and written English. Fluency in Hindi and additional Indian languages is an advantage
