Location

Field based position in Mananjary 80%, Antananarivo 20%, Madagascar.

As soon as possible. Full time, 10 months with possibility of extension.

Role Overview

The Program Coordinator is responsible for overseeing the implementation of ongoing WASH projects according to donor agreements and within the quality principles defined by CHS, SPHERE, and Medair values and policies; ensures proactive collaboration with stakeholders and humanitarian network actors involved in the response to Cyclone Batsirai. The job holder is responsible for Medair’s response to Cyclone; assists in ensuring good communication with other Medair programmes, departments and affiliate offices globally and ensures the monitoring, evaluation, and capitalisation of all aspects of Medair’s projects in the east.

Project Overview

The cyclone BATSIRAY entered Madagascar 14km north of the city Mananjary at 20:00 on the 5th of February 2022 with average wind speed of 165km/h and gusts to 230km/h. First overflights suggest a devastation of infrastructure by 90%. The public power and water systems are broken. Medair with the support of UNICEF and SDC will be responding to this crisis by distributing 3,000 hygiene kits to an estimated 15,000 people, disinfecting 40 wells, and rehabilitating 30 latrines. These vital interventions will prevent the spread of waterborne illnesses and provide communities with sources of safe drinking water.

Key Activity Areas

Project Management

  • Oversee and support the overall project implementation of ongoing interventions in line with Medair project management guidelines and in close consultation with the relevant project managers and team, assuring that projects are implemented within agreed scope, budget and timeframe and ensuring that objectives are met.
  • Oversee the comprehensive activity planning for the designated project(s), with special focus on required resources to ensure smooth implementation and staff care.
  • Ensure that Monitoring, Evaluation, Accountability and Learning practices follow the Medair MEAL and AAP policies and data quality guidelines. Provide guidance and capacity building to the teams so that data collection, analysis, interpretation and verification processes cover not only immediate outputs but seek to grasp (un)intended negative and positive outcomes and impacts and produce meaningful insights in project progress.
  • Ascertain that donor, GSO and Government reporting is with qualitative depth, in time and accurate.
  • Maintain an up-to-date overview of the regional context and specifically in the emergence of new needs or the development of the ongoing food security crisis, drought, regular occurring pests and disease outbreaks, and climate change effects.
  • Remain informed on ongoing trends and innovations in the global WASH and humanitarian/development community, all with a view towards possible new strategies and approaches.
  • Facilitate the development of regional strategy for future Medair interventions in Eastern Madagascar and support the country program and the global communication teams & affiliate offices in the development and production of concepts and proposals.
  • Seek to leverage collaboration, partnerships, and consortia applications to align and strengthen aid efforts, foster true multi-stakeholder approaches, and facilitate systemic change.
  • Ensure all relevant documents related to the designated project(s) are produced and filed according to Medair and donor guidelines and easily accessible in real-time to all relevant Medair personnel.

 

Representation

  • Proactively engage into relationships with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent Medair at relevant meetings (e.g. state and local government, sector-coordination) in order to facilitate and ensure cooperation and partnerships.
  • Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid issues.
  • Accompany donors and other visitors on field trips and ensure programme details are transmitted in a timely manner.

 

Financial Management

  • Create the budgets for the designated projects in collaboration with PM and field support staff, sector advisers and global finance partner and in accordance with donor guidelines and Medair global requirements.
  • Facilitate budget literacy among PM and project teams and conduct regular budget reviews with PM to assure that funds are spent according to donor agreements. Facilitate correct procedures and coding of finance and logistics documents, assure weekly cash needs forecasts, and support the finance team for correct bi-weekly finance posting processes.

 

Staff Management

  • Ensure all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, onboarding, objective and appraisal, training, disciplinary action, exit interviews etc.
  • Ensure that staff receive on-the-job training by providing coaching and the promotion of capacity building of local staff.
  • Build effective and joyful team environments via regular team meetings, a consultative/deliberative, honest and transparent leadership style that supports trust and open, respectful communication while giving clear directions.
  • Promote the health and security of all staff, consultants, and volunteers by ensuring the application of security guidelines, promoting safe health protocols in the workplace, and assure that teams find themselves in healthy living conditions.
  • Guide and mend the project leadership so that project staff and support units work jointly towards a quality humanitarian intervention delivered within agreed scope, timeframe, and budget.

 

Effective and efficient Management

  • Promote and use the Medair digital platforms, management tools and other operating procedures, ensuring that the standardised formats are known, used and guidelines are followed.
  • Encourage the team to be attentive to what works well and what does not, thus critically question their procedures and management styles and seek how to improve, change, or stop and seek fully new pathways.
  • Involve as far as possible team members in proposal processes, management system set-up, budget management, reporting, external representation, and other PC tasks to build their competence and distribute workloads. Ascertain that authorisations of expenditure are signed on the lowest possible level to share responsibility in financial processes.
  • Collaborate with the global information management team in finding best solutions for tools and pursue innovations.
  • Ensure all projects are set-up, implemented and closed in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards e.g. Sphere and HAP standards, WHO recommendations, etc.
  • Regularly assess and provide feedback on the quality of the programmes and interventions during field visits.

Qualifications

  • A combination of university degrees and certificates that cover a relevant technical subject relating to WASH and the field of project management, development, or business administration.
  • Strong working knowledge of English and French (spoken and written). Malagasy knowledge is an asset.

Relief & Recovery Orientation Course (ROC)

What is the ROC and why is it required?

Experience

  • 3 years post-qualification experience in a project management position in a relief or development environment.
  • Knowledge of Humanitarian Essentials, CHS, Sphere and HAP Standards, DAC criteria and other international humanitarian guidelines and protocols.
  • Basic technical comprehension of water and sanitation infrastructure. Experience in tendering and procurement.
  • Advanced planning, assessment and analytical skills with focus on systemic change.
  • Proven facilitation skills, acquired participatory toolbox, and good governance approaches.
  • Sound report and proposal writing skills including clear presentation and interpretation of data and justification of needs, approaches, and quality of results. Good negotiation skills and facilitation of multi-stakeholder cooperation.
  • Experience in dealing with donors and government officials.
  • Good knowledge of UN and other humanitarian actors and of current humanitarian debates and issues.
