PURPOSE OF THE POOLED RECRUITMENT

In order to scale up Prevention and Response of Sexual Exploitation Abuse and Harassment (PRSEAH) operations, it
requires dedicated human resources at all levels of the Organization, particularly in countries where the risk of sexual exploitation, abuse and harassment is high. As PRSEAH is an organization-wide priority, it presents an opportunity to launch a global pooled recruitment of suitable candidates to create efficiencies in the recruitment process. The pooled recruitment will be used for Fixed Term and Temporary Appointments, including full time and part time positions.

Recruitment will take place in phases. 

Phase one will start with the following priority countries:
P4 positions:
EMRO: Afghanistan, Yemen, Somalia, Sudan and Pakistan
PAHO: Venezuela
P5 positions: 
EMRO: Cairo, Egypt
EURO: Copenhagen, Denmark 
PAHO: Washington, D.C., USA
SEARO: New Delhi, India
WPRO: Manila, Philippines

Phase two will start with the following countries:
P4 positions:
EMRO: Iraq 
SEARO: Myanmar providing technical support to Bangladesh (Cox Bazaar) 
EURO: Turkey (Gaziantep)

Suitably qualified and experienced candidates may also be considered for other duty stations not listed above.


DESCRIPTION OF DUTIES

1. P5 Regional Coordinator
Within the overall framework of the WHO global PRSEAH framework, develop a regional PRSEAH plan and PRSEAH work programme to strengthen the Region’s early detection, prevention and response capacity, particularly 
in emergencies operations where sexual exploitation and abuse including sexual harassment may be at greater risk of occurring;

  • Coordinate the response to sexual exploitation, abuse and harassment (SEAH) incidents and complaints ensuring that all reported incidents and complaints are referred to the WHO Investigation Service; and ensure that assistance and protection are provided to any victims or survivors as per WHO’s procedures.
  • Coordinate and support SEAH risk assessments in countries in the region and in the Regional and any sub-offices to identify SEAH related risks and risk factors that threaten the successful achievement of WHO’s objectives on SEAH and develop risk treatment plans to mitigate these risks.
  • Collaborate and create at regional level networks with external experts, international partners including the Inter-Agency Standing Committee (IASC) and humanitarian agencies to foster peer learning and access to global perspectives, resources and opportunities
  • Support the Regional Director in his/her leadership role in PRSEAH, linking operational, programmatic ,strategic and leadership issues related to PRSEAH. 
  • Ensure clear and regular communication between the Offices of the Regional Director and the Director of Prevention of Sexual Exploitation in the Office of the Director General on strategic, programmatic and operational issues, including information and communication management related to interactions with WHO governing bodies, donors and key stakeholders

2. P4 Coordinator (Country Office)
a. Oversee and strengthen implementation of PRSEAH interventions in WCO and WHO in-country operations through:

  • Mainstream PRSEAH in WHO’s country office  programs and operations and WHO emergency operations to mitigate potential risks through the implementation of safe-guarding measures during recruitment, training of personnel including volunteers, dissemination of PRSEAH information, community engagement to all personnel and Implementing partners, etc.;

b. Support the Head of Country office to conduct SEAH Risk assessments and the development and implementation of risk treatment or risk mitigation plans for this area of work. Act as a focal point to receive complaints and concerns on PRSEAH from WHO’s workforce or partners, and using WHO’s approved procedures for this purpose, refer information to the WHO investigation service promptly; and support and protection for victims, survivors, witnesses and whistleblowers in collaboration with the relevant global services. 

c. Contribute to the Inter-Agency Standing Committee (IASC) or UN Country Team collective efforts for scaling up in-country PSEAH Program through:

  • Contribution to and supporting the implementation of PRSEAH Network Action Plan with a focus on joint risk assessments; inter-agency community-based complaint mechanisms (CBCM), development and implementation of victims’ assistance referral pathways, community awareness and community engagement on PRSEAH matters, joint training, PRSEAH operational reviews and lessons learning, etc.;

d. Support PRSEAH mainstreaming among implementing partners, including national Governments, NGOs and INGOs through;

  • Support the WHO leadership to systematically roll out the “UN Protocol on Allegations of SEAH” involving implementing partners and accompanying partner assessment, and support as needed.
  • Support the implementation of the UN Protocol on Assistance to Victims of Sexual exploitation and abuse. 

REQUIRED QUALIFICATIONS

Education (P5)
Essential: Advanced university degree (Masters level or above) in social sciences, international development, public health, law, management or related field relevant to the functions of the position.
Desirable: Post graduate studies or specialized training in strategy development, human rights, social anthropology, community engagement, or behavior change management.


Education (P4)
Essential: Advanced University Degree (Masters level or above) in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, and/or other related social science disciplines. 
Desirable: Specialization in specific training on dealing with and mitigating against sexual and gender based violence.


Experience (P5)
Essential: At last 10 years of relevant national and international professional and progressive work experience, including in one or a combination of the following:

  • work with children and/or adults who have witnessed or experienced exploitation, abuse or harassment;
  • experience in the delivery of programs in complex humanitarian or development  contexts;
  • experience in institutional capacity building or change management.

Desirable: 

  • Experience in the provision of safeguarding strategic guidance and technical advice in a complex, large organization;
  • Experience managing health interventions in complex humanitarian or development contexts;
  • Experience conducting awareness raising and training on sensitive issues such as sexual exploitation and abuse, and/or child abuse.
  • Experience in a leadership office or team.

Note: PAHO positions require at least 13 years of relevant experience.

Experience (P4)
Essential: At least 7 years of relevant progressive work experience including experience in public health or health emergency preparedness and response. At least three years of experience  in, the prevention of SEA, sexual and gender based violence (SGBV). Experience in dealing with staff misconduct and/or gender mainstreaming. Proven ability to develop and implement an Action Plan/strategy, and demonstrated ability and capacity to engage with multiple partners and stakeholders and with  communities.
Desirable: Exposure to the international development and humanitarian architecture, familiarity with the UN system and global coordination structures like the IASC. Experience in developing and facilitating training and capacity-building activities is an advantage. Familiarity with data protection and confidentiality measures. 

Note: PAHO positions require at least 9 years of relevant experience.

Use of language skills (for P5 and P4) 

Essential: Excellent knowledge of English
Desirable: Knowledge of another WHO official language relevant to the duty station

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 at the P4 grade and 90,664 at the P5 grade (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station will be provided once duty station is identified. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
