The team in Sierra Leone was engaged in 2015 by the Ministry of Health and Sanitation (MoHS) to support the health sector’s recovery after the devastating Ebola crisis. CHAI began support to the MoHS with focus in two areas: strengthening the supply chain for drugs and medical supplies and improving human resources for health. In recent years CHAI has expanded its support to the MoHS to include programs on sexual and reproductive health, vaccines, assistive technology, geospatial data use (GRID3), and medical oxygen.


Position Overview:

 

The Finance, Accounting and Operations Lead will primarily oversee the provision of professional accounting and comprehensive financial management control and reporting, to a wide range of senior internal and external stakeholders of CHAI Sierra Leone. The incumbent will be responsible for the following:

  • Managing a diverse range of complex donor funding compliance criteria and stringent reporting requirements
  • Providing accurate insight into the current and future Portfolio management of cash flow requirements over a wider spectrum of projects, to ensure minimum disruption to project activities
  • Managing the co-ordination of cross functional reporting obligations between Program Managers, In-Country Senior Leadership, global operations, and/or donors within very tight deadlines and maintaining high standards of professionalism and effective relationship management with CHAI’s Stakeholders.
Responsibilities

The responsibilities of the Finance, Accounting and Operations Lead include ensuring that all accounts are correct and up to date, producing financial reports used by the leadership team for management and decision-making purposes, contribute to producing annual financial report, prepare for annual audit, etc. The Finance, Accounting and Operations Lead will report directly to the Country Manager and will be an integral member of the CHAI Sierra Leone Operations team, supporting the program team in discharging their duties. The Finance, Accounting and Operations Lead may supervise other operations and support staff, building their capacity and ensuring smooth running of operations. Because of the fluid nature of our work, specific responsibilities may change over time and these responsibilities listed here should not be construed as being comprehensive but rather indicative of what is expected:

 

  • Preparation of financial reports for internal and external stakeholders and ensure all funded activities are in compliance with the organization and donor requirements
  • Cash flow forecasting and availability of funds management, inclusive of insightful commentary
  • Consolidation of program budgets and re-forecasts, inclusive of insightful commentary
  • Hands on preparation of annual accounts, taxation statements, co-ordination of Statutory Audit
  • Assurance of (in country) compliance with CHAI’s Global Finance & Procurement policies and procedures
  • Continuous improvement of internal accounting & financial control procedures
  • Oversight & enforcement of (in country) procurement and financial delegations controls
  • Treasury management: proactively managing foreign exchange needs, reporting gains/losses
  • Technical guidance on professional accounting requirements
  • Maintenance of Finance Operations Manual (review and update of financial controls / procedures)
  • Oversee financial procedures (receipts, payments, payroll (salary allocation)), including recording of transactions related to program activities
  • Implement and monitor financial controls including bank reconciliations and other control accounts, finance reports, etc.
  • Ensure and oversee accurate data entry into the QuickBooks ledger accounting system for monthly reporting
  • Manage the office administrative activities including preparation and follow up of the office administrative budget and support costs
  • Verify contracts for services and supplies and ensure that they are within the policies and guidelines of CHAI and Donors
  • Monthly cash forecast preparation and submission to HQ
  • Financial risk management identification & mitigation
  • Coordination of preliminary and final financial reports, to obtain insightful commentary
  • Timely production of budget variance reports and resolution of queries
  • Support & guidance for the timely and accurate completion of financial reports for grants, contracts, estimated funds request
  • Ensure compliance with donor funding criteria/audit requirements
  • Adequate & timely provision of cashflow requirements for project activitiesEnsure timely submission of reporting obligations, actual, budget, re-forecast, inclusive of variance analysis with insightful commentary
  • Proactive financial management responsiveness, to the compliance & audit requirements of Donor funds, ensuring compliance mechanisms are fully built into & enabled within project operations, to ensure accurate funding allocation/actual vs. planned variance analysis reporting
  • Oversight of timely financial records management and accurate reporting
  • Ensure the regular reconciliation of physical property and equipment to a fixed asset register
  • Ensure replenishment and timely reconciliation of physical petty cash to accounting records
  • Perform any other responsibilities as requested by supervisor
Qualifications
  • Bachelor’s Degree in Accounting, Business Administration or equivalent in a financial discipline. Possession of a professional accounting qualification, Master’s Degree or Post Graduate Diploma in Finance Management are an added advantage.
  • At least four years of proven and progressive work experience in a similar position in the financial and administrative management of NGOs
  • Computer literate and demonstrated proficiency with advanced hands‐on experience in use of accounting packages
  • Strong computerized accounting and financial skills
  • Experience and knowledge of financial management and reporting processes and procedures
  • Strong familiarity with financial systems including but not limited to: QuickBooks and Excel
  • Strong knowledge of Generally Accepted Accounting and Auditing Principles and laws, rules, and regulations.
  • Proven ability to handle multiple and conflicting priorities, and work under strict deadlines – advanced ability to self-manage
  • Excellent analytical and result‐oriented skills
  • High standards of integrity and strong work ethic and flexibility
  • Ability to manage a diverse range of complex donor funding compliance criteria and stringent reporting requirements
  • Ability to manage the co-ordination of cross functional reporting obligations between Program Managers, CHAI Sierra Leone Senior Leadership team, Boston HQ and/or donors within very tight deadlines, and maintaining a very high standard of professionalism and effective relationship management with CHAI’s stakeholders.
  • Demonstrated proficiency in Word, Excel, and PowerPoint
  • Fluency in English required, Fluency in Krio a plus
