1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the Translation and Terminology Technology Section (TTTS) of the PCT Translation Division.  The role of the Translation and Terminology Technology Section  is to enable and support translation and terminology activities on a technical level throughout the Organization; supply and maintain translation and terminology management systems and applications to the three main translation areas; enable coordinated translation and localization activities in other parts of the Organization across the six languages of the UN and ten languages of the PCT; and enable extensive exploitation of neural machine translation by the translation areas.

 

  1. Purpose Statement

 

The Translation Applications Manager is responsible for managing software applications relating to translation, machine translation, terminology (hereafter “translation software”) for the Section and for all three translation areas within the Organization.

 

  1. Reporting Lines

 

The incumbent works under the supervision of the Head of the Translation and Terminology Technology Section.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.      Assess translation business requirements by analyzing business workflows and computer systems, and help identify where translation software could improve efficiency;

 

b.      Manage and implement client or server-based translation software installations, updates, and upgrades, and maintain the related Windows or Linux-based servers and virtual server environments;

 

c.      Participate in cloud migration of complex web applications;

 

d.      Create installation and configuration protocols and procedures for new or updated translation software or business processes;

 

e.      Liaise and coordinate with IT services on the planning, deployment and maintenance of translation software and related systems, as well as and any other translation-related software that may be adopted by the Organization;

 

f.       Manage an external team of developers engaged in the customization or development of translation software used by one or more of the three translation areas;

 

g.      Provide technical support and problem resolution related to translation software;

 

h.      Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

Advanced university degree in business systems, computer science, information technology, information systems, system administration, or a closely related technical field.  A first-level university degree in one of the aforementioned subjects plus two years of relevant professional experience in addition to the required experience may be accepted in lieu of the advanced degree.

 

Education (Desirable)

Microsoft and Linux system administration and IT certifications.

 

ITIL qualification.

 

PRINCE2.

 

Experience (Essential)

At least seven years of relevant professional work experience in computer science, information technology, information systems, system administration, or a closely related technical field.

 

Experience in working in an agile environment, with devops and release management methodologies.

 

Experience in software packaging in view of distribution via systems such as Windows System Center Configuration Manager.

 

Experience in cloud management, containerization, dockerization, lift & shift, and virtual servers.

 

Experience with database management.

 

Experience with project management.

 

Experience with information system troubleshooting.

 

Language (Essential)

Excellent knowledge of written and spoken English and a good knowledge of at least one other language, preferably one of the following\:  Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Spanish or Russian.

 

Job Related Competencies (Essential)

Expert knowledge of Microsoft Windows and Linux server administration.

 

Broad and extensive knowledge of computer networking, installation and administration of applications and operating systems, and web applications and services.

 

Knowledge of hardware and software system design, development, implementation, and user support principles and practices.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the March 2022 rate of 82.8%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
