1. Organizational Context
- Organizational Setting
The post is located in the Composite Indicator Research Section, Department for Economics and Data Analytics (DEDA), IP and Innovation Ecosystems Sector responsible for helping Member States develop their IP and innovation ecosystems to drive economic growth. DEDA is responsible for providing accurate, comprehensive and timely statistical information on the performance of the intellectual property (IP) system worldwide; and carrying out economic analysis on how IP and innovation policy choices affect economic performance. The Composite Indicator Research Section in DEDA coordinates the publication of WIPO's flagship Global Innovation Index (GII) used by Member States and innovation actors to improve innovation outcomes and national innovation policies or strategies. It explores new data sources for better measuring innovation and creativity, and innovation ecosystems.
- Purpose Statement
As Data Scientist responsible for innovation data and policy, the incumbent is responsible for organizing, designing and carrying out the collection and analysis of data underlying the GII, developing novel innovation and innovation policy indicators, and contributing to the GII’s use in member states in view of improving national innovation ecosystems and policies. This work covers the yearly innovation rankings, but also the making of the ranking of leading global Science & Technology Clusters, and the Global Innovation Tracker introduced in 2021.
- Reporting Lines
The incumbent works under the supervision of the Head of the Composite Indicator Research Section.
- Work Relations
The incumbent closely collaborates with other DEDA sections, and cooperates with national government agencies, other inter-governmental organizations, and other innovation actors involved in the formulation of innovation metrics and policies.
2. Duties and Responsibilities
The incumbent will perform the following principal duties\:
a. Collect, evaluate, analyze and process innovation data, ensure data quality and accuracy.
b. Contribute to the methodological development of the GII, including aggregation methods, inclusion/exclusion criteria, and robustness checks, but also the development of novel innovative metrics. To enable this work, the incumbent will keep abreast of new developments, such as advanced data analytics, including big data, machine learning and artificial intelligence. The work on the global science and technology clusters requires the use of geo-coding tools.
c. Further develop, maintain and update the GII Database Management System, assuring its smooth running and introducing new functionalities, such as novel tools to visualize data.
d. Provide substantive input into the development of the annual GII report, including the analysis of innovation country performance, and the running of underlying analysis, all in close collaboration with the GII institutional partners (Co-Editors, Publication partners, Advisory Board, Corporate & Academic Network, and Data collaborators). This includes the development of newer GII elements, namely (i) the ranking of leading global Science & Technology Clusters, and (ii) the GII Global Innovation Tracker introduced in 2021.
e. Present the GII to external stakeholders and provide support for the outreach activities of the Communications Division, including advanced visualization and social media.
f. Provide technical advice to Member States on the collection of statistics underlying DEDA’s GII and possibly other composite indicators and, as required, on their development of sub-national or regional innovation indices.
g. Conduct research to guide new approaches aimed at closing gaps in measuring innovation and creativity and to fostering innovation practices and policies.
h. Perform other related duties as required, including support to other activities of the Department, or other functional sectors of WIPO.
3. Requirements
Education (Essential)
First-level university degree in economics, data science, statistics, computer science, information technology or related fields with developed quantitative and analytical skills.
Education (Desirable)
Advanced university degree or a PhD in economics, data science, statistics, computer science, or related fields with developed quantitative and analytical skills.
Experience (Essential)
At least six years of relevant professional and international experience in at least two of the following fields\: (i) the development and analysis of statistical projects and/or reports, (ii) the field of innovation research, and/or (iii) providing advice on measurement and policy.
Experience in advanced data analytics.
Experience (Desirable)
Background in innovation studies and policy.
Experience in composite indicator development.
Experience in machine learning and the use of geo-coding tools.
Publication record.
Experience in working with governmental or international organizations.
Experience with relational database management systems (e.g. MySQL, MariaDB, etc.).
Experience with cloud computing such as Amazon Web Services, Azure, Google Cloud Platform.
Language (Essential)
Excellent written and spoken knowledge of English.
Job Related Competencies (Essential)
Good knowledge of advanced approaches for the measurement of innovation and creativity.
Strong and demonstrated IT and statistical skills, including advanced knowledge of statistical software, in particular R programming language, STATA and MS Excel and ability to use code hosting platforms such as GitHub.
Understanding of the economics of innovation, the analysis of national innovation systems and innovation policy options.
Excellent analytical, organizational and project management skills.
Excellent drafting skills.

5. Information
Mobility\: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary\:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2022 rate of 82.8%
