The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Position Objective

The CAO and Deputy CFO is responsible for the management of the Division of Support Services (DSS) including primary day-to-day responsibility for managing, planning and implementing all financial-related activities of the Fund and oversight for the administration of the Secretariat including information & communication technology, procurement, events and travel, and security and general services.  S/he will play a critical role in the Fund’s ability to scale.

 

Duties and responsibilities

Purpose

  • Lead a team of approximately 50 staff across diverse disciplines including Finance, Financial Policy & Oversight, ICT, and Administrative Services;
  • Drive strategy and institutional initiatives to ensure a consistent operating platform and policies;
  • Drives financial strategies and operational controls for project programming, managing the implications to the institution, its balance sheet and commitment authority.

Engagement

  • Advises the CFO/COO on broad program areas of responsibility; evaluates proposed programs, reviews new or revised policies and procedures for impact on operations;
  • Provides leadership and direction to ensure development of relevant financial information, and timely financial budgeting and planning and financial reporting;
  • Actively engaged in key decision-making process  as a member of the Fund’s Senior Management Team; advises Senior Management Team on sound mitigation and/or corrective strategies to ensure accountability, coherence and accountability in areas of expertise;
  • Builds alliances across and maintains strong relationships with senior staff to identify institutional needs and development of business solutions;
  • Establishes and maintain relationships with senior members of host country agencies for all administrative matters.

Delivery

  • Advances development of new financial products and automation strategies, managing demands on capital, and impact to facilities, staff planning and forecasting to support programming and institutional growth;
  • Organizes technology roadmap to develop scalable, flexible, and sustainable infrastructure for the growth of the Fund;
  • Support the replenishment processes;
  • Leads team towards continual improvements of workflows and operational decision-making processes, and development of transparent metrics to support data-driven insights and decisions.

 

Required experience and qualifications*

  • Advanced degree in business management, finance, sustainable finance, or related fields. Professional qualifications in finance would be an asset; or, Bachelor’s degree plus 2 years of experience in lieu of an advanced degree.
  • Fifteen (15) years of successful relevant work experience in progressively responsible financial and support services leadership positions in similar organizations, in an international setting;
  • Experience in leading and managing large and diverse teams;
  • Ability to exercise a high degree of prudence and diplomacy;
  • Possessing excellent and highly effective communication skills;
  • Strong problem solving and creative skills as well as the ability to exercise sound judgment and make decisions based on timely and accurate analyses;
  • a strong sense of urgency and results-orientation;
  • Enhances the relevance and image of the organization in the areas managed by DSS;
  • Influencing skills—persuades, convinces and creates buy-in for ideas and initiatives in order to advance goals and strategies;
  • Leadership—develops the vision and implements the strategy for the business area;
  • Management – engages and motivates his/her team towards continual improvement;
  • Is innovative in finding effective and efficient solutions; proven track record of process optimization and driving scalable processes;
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the qualifications, experience and skills that would qualify candidates for consideration. Other combinations of academic qualifications and years of experience may be considered. Selection among short-listed candidates will also take into account performance at interview, appropriate testing and references.
