Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section
The Nuclear Security of Materials Outside of Regulatory Control Section (MORC) is responsible, upon request, to assist States, for activities that assist States in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international instruments, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section conducts the International Nuclear Security Security Advisory Service (INSServ) and expert missions, upon request, to help States to establish and maintain effective nuclear security regimes, provides training activities, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section implements Coordinated Research Projects and technical meetings in the field of nuclear security of material out of regulatory control, assists Member States in the implementation of nuclear security measures to support Major Public Events, and organizes a large number of evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.
The Crime Scene Management and Nuclear Forensics Unit is responsible for performing activities related to development of States' Radiological Crime Scene Management capabilities and capacities and the planning and implementation of nuclear forensics capabilities. The Unit supports States' efforts to establish national nuclear forensics laboratories and develop forensic processes and procedures to support the activities of laboratories. The Unit has responsibility for the development and review of Nuclear Security Series publications dedicated to Radiological Crime Scene Management and Nuclear Forensics and the development and implementation of training activities based on that guidance.
Main Purpose
The purpose of the consultancy is to provide scientific and subject matter expertise to the IAEA in order to have more effective assistance to its Member States in radiological crime scene management and nuclear forensics science. Outputs will incorporate policy, law enforcement and science to prepare and deliver written scientific reviews and reports to include utilization of high priority findings from the 2022 IAEA Technical Meeting on Nuclear Forensics in a written TECDOC, as well as to have impactful publications in the future in this area. Study on the existing scientific research activities in opened publication will support the planning and priorities for a new IAEA Coordinated Research Project on nuclear forensics. The consultancy will also propose new outreach with a particular focus on sustaining nuclear forensics capabilities within developing Member States and identification of new training programmes needed. The consultancy will provide advice and strategies to amplify the IAEA's effectiveness as a leading provider of global nuclear forensic solutions.
Functions / Key Results Expected
• Provide scientific advisory services to the Radiological Crime Scene and Nuclear Forensics Science Unit Head and members of the Unit to foster an improved programme of assistance to the Member States.
• Collect outputs from technical meetings and consultancies to include the 2022 IAEA Technical Meeting on Radiological Crime Scene Management and Nuclear Forensic Science, and other meetings, coordinate with relevant meeting chairpersons to prioritize outcomes bearing on the IAEA's programme of assistance to the Member States. Draft reports for distribution and eventual publication, as required.
• Analyze technical outputs from three prior and on-going radiological crime scene management and nuclear forensic science IAEA Coordinated Research Projects (CRPs J2001, J2003 and J2013) to identify a current research baseline as well as gaps for priority future scientific needs; focus on needs of developing states to encourage young as well as women investigators.
• Evaluate existing scientific infrastructure relevant to nuclear forensics science (gamma spectroscopy, conventional forensic science services) in the frame of strengthening existing capabilities of Member States and priority research needs.
• Propose and design training materials and outreach (virtual and in-person) with IAEA and external training experts to promote awareness and understanding of nuclear forensics in the frame of the needs of law enforcement and regulators; ensure training and outreach is consistent with guidance and outcomes of IAEA publications.
• Promote links between the IAEA programme of assistance in radiological crime scene response and nuclear forensic science using scientific outputs from other international partners to include the Nuclear Forensics International Technical Working Group (ITWG) and others. Prepare written advice.

Advanced university degree in physical or forensic science or otherrelated science/technology discipline.
- Expert level knowledge of international assistance and initiatives in radiological crime scene management and nuclear forensic science, including supporting a nuclear security investigation.
- Experience working with international organizations, working groups, or initiatives involved with international radiological crime scene management and nuclear forensic science.
- Excellent command of written and verbal English with publications in peer reviewed scientific journals.
- Competency in training and outreach methods (virtual and applied) in radiological crime scene management and nuclear forensic science.
- Capacity building in radiological crime scene management and nuclear forensic science.
- Minimum of seven years' professional experience in the application of international radiological crime scene management and nuclear forensic science.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
