Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

The Business Solutions Section provides information systems development and support services to IAEA programme areas and to the IAEA as a whole.

 

Main Purpose

Reporting to the Director of Information Technology/Chief Information Officer, the Section Head has three Unit Heads and seventeen staff reporting to him/her, as well as a variable number of consultants and contractors based on business demand and funding, to shape and implement the programmatic objectives of delivering business solutions services.

 

Role

The Section Head is\: (1) a leader and manager, providing guidance and managerial support to the team, and planning human, technical and financial resources with a view to achieving efficient, effective, and innovative results; (2) a substantive expert, leveraging knowledge and experience in the field of SaaS solutions, software platforms, application architectures, advanced technologies, and software development life-cycles, including Agile and DevSecOps; (3) an adviser on all aspects of business applications, and (4) a member of the Division of Information Technology leadership team.

 

 

Functions / Key Results Expected

Ensure effective day-to-day management of the application product organization by\:
• Holding all application delivery teams accountable for optimizing the cost, risk, value, and support of applications and products throughout their life cycle by\:
• Maintaining and enhancing a high-performing, gender-balanced team hailing from many countries around the world.
• Managing staff, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.

Oversee all activities that optimize the value, cost, risk, and support of application products by\:
• Providing leadership, vision, and direction to the applications organization to ensure it will contribute to the IAEA achieving its programmatic objectives.
• Working with the MTIT Management team to develop and implement the overall IT strategy, including moving the organization away from a large portfolio of custom-developed applications toward an approach based on SaaS and platforms.
• Developing productive relationships with business leaders and product owners across the organization to influence how applications can enable new sources of value and build coalitions to coalesce around platform solutions instead of bespoke applications.
• Defining and enhancing methodologies and practices for application life cycle management and securing coding in line with best practice and practical experience of continuous improvement, including both product and project management approaches, as appropriate, based on the consistency of changes in various applications in the portfolio.
• Facilitating innovative and experimental application work to test new ideas with bounded cost and time frames.
• Working with product owners and other business leaders to implement and manage application product roadmaps, status reporting, metrics, and benchmarks.
• Managing relationships with major vendors and service providers, including staff augmentation vendors both on-site and offshore, to ensure they cost-effectively meet the needs of the organization.
• Managing application delivery through an internal chargeback model, forecasting and balancing inflows of funding with outlays and delivery.

Ensure that application products meet the needs of the business as a whole by\:
• Overseeing the assessment of the technical and business fitness of the application and product portfolio and their associated costs and risks.
• Facilitating the application product governance process to gain consensus on a prioritized set of measurable business outcomes that applications and products must support.
• Working with stakeholders to accomplish this application product work in a way that improves the business and technical fitness of the application portfolio and minimizes its ongoing support costs.
• Overseeing the Section’s successful delivery of business outcomes and benefits realization in partnership with product owners.
• Overseeing support activities in conjunction with infrastructure and operations to ensure the application products perform well in production.
• Overseeing development of processes and tools in conjunction with infrastructure and operations to automate the handoff of code releases from development to operations with appropriate security assessment and controls (DevSecOps).
• Working with the Chief Information Security Officer (CISO) and IT security services to ensure that the organization's application products are effectively secured and that risks are mitigated.

Qualifications, Experience and Language skills

Master's Degree - Advanced University Degree in Computer Science, Information Technology Management, or a related field.

Bachelor's Degree - University degree with four additional years of relevant experience may be considered in lieu of advanced university degree.

Accredited Certification in TOGAF (desirable).

Accredited Certification in information security such as CISSP (Certified Information Systems Security Professional) or CISM (Certified Information Security Manager) (desirable).

Accredited Certification in ITIL (desirable).

Accredited Certification in Project Management (Prince2, PMP).

At least 10 years of experience in software design/development, mobile applications, application architecture, product management, SaaS, software integration, automated software testing, data management/governance, business intelligence, security and/or business process analysis.

Demonstrated experience leading high-performing, cohesive teams.

Experience overseeing a multi-level organization (i.e., managing managers) desirable.

Experience managing external IT service providers.

Experience managing a team of at least 15 staff and additional non-staff personnel, including offshore resources, in application product development, implementation, and management.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42612, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
