CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, Pneumonia, Diarrhoea, Sexual and Reproductive Health, Cancer, VBDs, Immunization & Tuberculosis.

 

Project Background:

 

India has the highest burden of Tuberculosis (TB) in the world, accounting for more than 27% of the global TB incidence. Of the 2.8 million annual estimated incidence, more than half access diagnosis and care in the private sector, where there are significant gaps across the care cascade because of diagnostic delays, irrational and non-standardized regimens, and catastrophic health expenditure to patients. 

 

India has outlined an ambitious agenda of eliminating tuberculosis by the year 2025. As outlined in the National Strategic Plan (2017-25), the cornerstone for India’s TB elimination plans hinges on scaling up of public-private mix (PPM) initiatives, rolling out incentives through Direct Benefits Transfer (DBT), and scaling up ICT based solutions.

 

We are seeking a State M&E Lead for Gujarat with outstanding credentials, demonstrated data analytics capabilities to work closely with Ministry of Health & Family Welfare, State Tuberculosis Cell located in Gandhinagar, Gujarat.

Position Summary:


We are seeking a highly motivated individual for the role of State M&E Lead with outstanding credentials, strong analytical abilities, and communication skills. The candidate must be self-driven, entrepreneurial, adaptable and have a high level of comfort with ambiguity. They will be expected to work closely with NTEP staff and work independently with limited oversight. They must be able to push the thinking of program staff and drive results.

 

The individual will report to the Program Officer/Grant Manager and support the state health society in monitoring and evaluation of Direct Benefit Transfer schemes, PPM services, and other NTEP program initiatives across the state. They will develop necessary tools and processes and support the State TB Officer, STDC and District TB Officers in monitoring.


They will coordinate closely with the Program Officer and State TB Office, National Health Mission and other key stakeholders.

Responsibilities
  • Design and implement program review and monitoring processes at state level
  • Develop data management tools, dashboards, analytics frameworks, to ensure continuous and harmonized data collection, validation, and analysis for monitoring of program performance
  • Promote use of data/information in decision making for program service delivery and resource allocation through leading analyses, discussions with NTEP
  • Support the district and state Program Pfficers to monitor the implementation of program activities by setting up initiating data reviews, and participating in field visits
  • Regularly analyse the data captured in the program MIS and provide summary of findings and recommendations. Work closely with NTEP and NGO partners to address gaps, if any
  • Participate and conduct trainings of NTEP program staff and NGO partners to strengthen understanding of data systems and reporting
  • Contribute to public health research study design and execution, including the design of sampling methodologies, determination of study sample sizes, collection of management and analysis of study data
  • Other responsibilities as needed
Qualifications
  • Master's degree in public health management or a related technical field
  • At least 5 years work experience in M&E doing complex data analysis
  • Previous experience of managing M&E aspects of public health programs such as Tuberculosis and/or HIV/AIDS would be preferred
  • Familiarity with emerging technologies for data collection and reporting (including experience in using BI tools like Power BI), and high levels of proficiency in Microsoft Office applications
  • Experience of developing data collection forms and dashboards would be preferred

Required skills:

  • Advanced excel skills is required with the ability to create excel based tools using complex formulas, and pivot tables
  • Analytical (quantitative and qualitative) skills with the ability to effectively communicate (orally and in written form) to a variety of audiences
  • Highly adept with data analysis, presentation, and statistics
  • Ability to multi-task and to be effective in high-pressure situations
  • Excellent organizational and problem-solving skills, and ability to meet deadlines
  • Strong communication skills, including the ability to prepare compelling presentations
