CHAI, in partnership with its India affiliate, William J. Clinton Foundation's (WJCF), has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI programs support government initiatives on Tuberculosis, HIV/AIDS, Hepatitis-C, cancer, immunization, and health financing. Additionally, CHAI supports many state governments on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea, and pneumonia, and helping increase access to quality family planning services.

Background


India has the highest burden of Tuberculosis (TB) in the world, accounting for more than 27% of the global TB incidence. Of the 2.8 million annual estimated incidence, more than half access diagnosis and care in the private sector, where there are significant gaps across the care cascade because of diagnostic delays, irrational and non-standardized regimens and catastrophic health expenditure to patients.


Project Overview

 

WJCF works to support multiple programs across the country for extending quality of TB care to patients in both the public and the private sector.

 

One of these projects is The Joint Effort for Eliminating TB (JEET) project, which aims to set-up effective and sustainable structures to strengthen existing systems and seamlessly extend quality of TB care to patients seeking care in private sector. To this effect, WJCF setup Patient Provider Support Agencies (PPSA) across seven states to provide continuous, end-to-end engagement of private sector and extend quality care to all patients between the period 2018 and 2022. In the past three years, the project has supported over 300,000 patients to access quality care and treatment support.

 

In the current phase of this project, WJCF is working to extend TB preventive therapy to family members and close contacts of patients suffering from Tuberculosis in 11 states, in both the public and the private sector. The project is the first of its kind, large scale programmatic intervention on LTBI. The project is being implemented in 11 states and union territories across the country and is expected to impact over 1.3M individuals over three years.

 

Position Summary:

 

WJCF is seeking a highly motivated, results-oriented individual with demonstrated leadership skills and outstanding analytical skills. The ideal candidate must have excellent quantitative skills, ability to communicate with strategic partners and share insights in a simple and concise way, strong analytical aptitude, and the resourcefulness to synthesize research and findings from programmatic and research documents. Responsibilities
  • Clean and collate large-scale partially structured datasets consisting of beneficiary records
  • Derive analytical/descriptive insights from datasets, and merge them with other qualitative inputs
  • Run various econometric analysis informing robust statistical insights (e.g., deriving underlying population distribution from data, using multilinear methods such as Ordinary Least Squares
  • Support the development of data dashboards for M&E operations
  • Support literature research on provider and patient behaviour by synthesizing findings and insights from multiple sources
  • Support the Research/Program lead in ongoing research activities including formulating new ideas, conducting quantitative and qualitative research, and drafting of manuscript
  • Develop strong working relationships with key stakeholders in the Government, developmental partners, donors, and civil society, and ensure maximum coordination of resources and effort
  • Synthesize results and disseminate them internally and externally through presentations, reports, briefs, and publications
  • Support the development of study design and research and evaluation tools, including research protocols, ethics applications, and standard operating procedures (quantitative and qualitative)
  • Where relevant, liaise with academic institutions and/or other implementing partners that might have relevant data that can be leveraged for program monitoring
  • Other responsibilities as needed
Qualifications
  • Master’s Degree in Engineering, Management, Public Health, Economics, or related field
  • Proficiency in quantitative research methods including but not limited to regression methods (OLS, Logistic, Survival Analysis), mathematical techniques (simulation methods such as Monte Carlo)
  • Sound understanding of understanding different types of population distributions (Normal, Poisson, etc.) and build corresponding insights
  • At least 2 years of relevant work experience in quantitative analytics and research methods
  • Demonstrated ability in large scale data analysis using R Studio or Python
  • Demonstrated research experience using relevant statistical packages in R Studio/Python
