The Haiti country office needs substantial capacity and strategic direction in monitoring and evaluation to ensure that all new and existing programs integrate monitoring and reporting into program formulation. This includes overseeing the monitoring and evaluation of This includes overseeing the monitoring of results against national and regional goals and the UN Women Strategic Plan, with a focus on supporting implementing partners in monitoring results and planning effective reporting processes. The office therefore seeks a Monitoring and Evaluation Specialist to provide strategic guidance and support. Reporting to the UN Women Haiti Resident Representative, the Monitoring and Evaluation Specialist will support colleagues in integrating monitoring and evaluation into program formulation, as well as monitoring the objectives of strategic notes and plans and reporting results to internal and external audiences. UN Women Haiti Strategic Note focuses on four strategic areas: (i) women participation in decision-making processes, including political and electoral process (ii) women’s economic empowerment particularly through leveraging the potential of agriculture and renewable energies; (iii) enhanced access of women to the justice system with a specific focus of women surviving gender-based violence and improving the performance of the justice system to address the needs of women and girls (iv) supporting women and girls to participate in the design and delivery of gender-responsive risk reduction strategies, The pluriannual strategy of the UN Women Haiti Country Office is aligned to the new Sustainable Development Framework of the United Nations in Haiti (UNSFD) and to the Program Flagships of UN Women. In the objective of strengthening its program management structure, UN Women is recruiting a UNV Monitoring Evaluation and Reporting Specialist who will enhance program results monitoring and reporting of the country office.
Under the direct supervision of the Country Representative or his/her designated mandated representative the UN Volunteer will undertake the following tasks: 1. Support to the country level strategic planning processes, and making sure that plans are aligned with the UN Women Strategic Plan and Flagship Programming Initiatives: • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria; • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation; • Coordinate annual work plan monitoring, reviews and reporting; • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) • Plans with the UN Women Strategic Plan; • Provide strategic guidance to partners and CO/MCO in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys; • Support the coordination of Country Programme updates and its mid-term review • Annual Work Planning (AWP) processes in the CO; • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan and Country Programme; • Guidance to development of Results Frameworks (DRF) and Management Results Frameworks (MRF) at country level; • Ensure the incorporation of lessons learn from reviews and evaluations into Annual Work Plans and other planning processes at country level. • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements; • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level. 2. Provide technical guidance to the Country Office in and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan • Ensure data collection and analysis from field visits are coordinated and standardized across programmes; • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making; · Visit partners to support monitoring of results and planning processes; · Lead the review of financial reports based on contractual obligation; · Monitor the spending of donor funds and other programme expenditures and disbursements; · Develop and monitor the CO/MCO’s Monitoring, Evaluation, and Research Plan. 3. Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process; • Finalize donor and programme reports (both narrative and financial); • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting; • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations. 4. Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level; • Provide guidance to CO programme staff on evaluations; • Ensure communication between the CO and RO regarding Evaluations; • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF). 5. Contribute to knowledge building and capacity building • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities; • Develop capacity development tools, including training materials and packages; • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E); • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities. • Any other related tasks as may be required or assigned by the supervisor. 6- Monitoring and tracking of results against country level targets and UN Women Strategic Plan and cost sharing programmes including Flagship Programming Initiatives : • Support development and effective implementation of monitoring tracking systems at country level including the development of monitoring guidelines and tools. • Synthesize and analyze monitoring data from countries on a quarterly basis, and development of regular management briefs to inform decision-making. • Guide the visits to partners to support monitoring of results and planning processes as required. • Design and implement an information system for donor contract management including tracking of contracts, contractual obligations, and installments and reporting schedules etc in collaboration with the NPO • Ensure continues improvement of the contract and partnership database management. • Ensure timeliness of budget revision processes at country level. • Working with the regional communication and evaluation unit, support processes of generating, codifying and dissemination of good practices, lessons and knowledge based on monitoring and evaluation results.
