Mission and objectives
The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Under the direct supervision of the MINUSMA Chief Board of Inquiry (BOI), the UN Volunteer will undertake the following tasks • Serves as Coordinator for the BOI and provides advice to Board members on the BOI Policy Directives and Standard Operating Procedures as well as the United Nations administrative and financial regulations and rules throughout the proceedings of the Board. • Drafts Terms of Reference, Convening Orders, prepare and participate in on-site vis-its; keep minutes of interviews and deliberations; draft BOI report for review by the Board members, Chief BOI and Senior Legal Officer. • Prepares/reviews draft reports for quality control, format compliance, and the availa-bility of necessary supporting material prior to submission for review by the Chief, BOI Unit and/or by the Office of Legal Affairs, as appropriate. • Reviews information gathered regarding follow-up actions at the mission level on all accepted BOI recommendations. • Maintains the BOI Tracker database to monitor the implementation of BOI recom-mendations and liaises with relevant Mission components to ensure timely implemen-tation of BOI recommendations. • Conducts qualitative and quantitative data analysis of all incidents in the Mission re-garding the deaths or serious injuries of UN personnel members; identifies lessons learned and best practices from Board of Inquiry recommendations for incorporation into systemic changes; and provides training to staff on Unit objectives, rules and reg-ulations, policies and procedures. • Formulates managerial or procedural reforms as a consequence of BOI recommen-dations to prevent recurrence of incidents. • Prepares reports and statistical analysis for senior management of the mission on BOI issues. • Maintains a roster of personnel to facilitate the selection of members with relevant competencies to serve on the Boards of Inquiry; drafts convening orders and terms of reference for BOIs for the approval of the senior management of the mission. • Develops training materials and delivers trainings. • Performs any other duties as required. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs: • BOI Coordinator’s roles are fully assumed, when designated. • Mission Policies, BOI SOP, Procedures, and Regulations are well understood and applied in the context of the BOI process. • BOI TORs are properly addressed, and the BOI process is timely and effectively conducted. • BOI reports meet the standards required and are timely submitted to the Chief of BOI Unit and Legal Office. • Administrative requests related to the BOI office are handled in a timely manner in accordance with UN procedures and standards, when required. • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) govern-mental counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and develop-ment during the assignment, such as reporting on the number of volunteers mobi-lized, activities participated in and capacities developed.
