Overview of position
  • Social Impact (SI) is a global development management consulting firm. They provide monitoring, evaluation, strategic planning & capacity building services to advance development effectiveness. They work across all development sectors including democracy, governance, health, education, environment & economic growth. Since 1997 they have worked in over 100 countries for clients such as US govt. agencies, bilateral donors, multilateral development banks, foundations & nonprofits.

  • The World Food Program (WFP) will be carrying out an endline evaluation of its strengthening resilience in South Central Somalia program. This program provided food & nutrition assistance to 2.4 million vulnerable people in southern Somalia over 3 years.

  • SI is seeking an experienced Team Leader for an endline evaluation of the WFP’s strengthening resilience in South Central Somalia program. S / he will be responsible for the overall design, implementation & dissemination of the evaluation. S / he will lead development of a rigorous evaluation design using the appropriate combination of quantitative & qualitative methodologies to answer the evaluation questions. S / he will be responsible for managing the evaluation team, serving as the evaluation’s main point of contact to the WFP & ensuring high quality of all project deliverables. This is a short term assignment expected to start in early 2022. 

Role objectives
  • Liaise on a regular basis with WFP, SI HQ & other organizations involved in the evaluation.

  • Design & conduct the evaluation.

  • Supervise & lead the evaluation team.

  • Direct the evaluation design, work plan development, oversee the data collection & data synthesis efforts.

  • Ensure quality control & timely submission of all client deliverables.

  • Draft, finalize & present the interim / final evaluation report to WFP.

  • Provide key technical context on school feeding programs to the evaluation methods team.

Project reporting

This role reports to the Project Manager.

Key competencies
  • Minimum of a Master’s Degree, or equivalent, in Economics, Political Science, Statistics, Sociology or a related field.

  • Over 12 years of progressively responsible professional experience in evaluating humanitarian & / or development programs.

  • Experience conducting evaluations with WFP, other UN agencies, or multilateral organizations.

  • At least 5 previous assignments as Team Leader.

  • Prior experience evaluating relief & recovery food projects in conflict affected areas.  

  • Strong skills in quantitative, qualitative data analysis & collection.

  • Excellent knowledge of stata or other similar statistical analysis software.

  • Previous evaluation experience in Somalia or East Africa strongly desired.

  • Proven strong leadership & team work skills & ability to deliver results within specified & often changing timeframes.

  • Professional proficiency in written & spoken English required.

Team management

Team management experience is required for this role.
