Role and responsibilities
Generic responsibilities
- Ensure compliance with NRC policies, guidelines and standards
- Ensure that all CM projects are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements
- Shelter specific technical responsibility for the quality control and monitoring of project activities
- Shelter specific technical responsibility for project documentation of technical activities of Shelter project(s)
- Provide specific technical support and capacity building towards project staff
- Assess, promote and document ideas for technical improvement and further program development options
- Contributes to address specific protection risks and conduct needs analyses
- Ensure that the project is implemented in adherence with the requirements of partnership agreements
Specific responsibilities
- Site management support
- Represent NRC in meetings at site level and vis-à-vis other site-based actors, such as the Site Manager (authority/organization managing the site) and other service providers (volunteer groups/local organizations).
- Take minutes of meetings at site level and share with concerned stakeholders, pro-actively ensuring follow-up on action points.
- Map out service providers at area and neighborhood levels and support the creation of referral pathways
- In coordination with and support of the Site Manager and other service providers, and under the supervision of the CM Coordinator, take the lead on implementing a community mobilization strategy at site level, including the setup of and support to site-based committees.
- In consultation with the CM Coordinator and in support of the authority/organization managing the site, develop procedures and systems to handle collective activities, such as site care and maintenance, distribution, registration, etc., making sure that the needs of vulnerable individuals are taken into account.
- Oversee the distribution of Individualized Protection Assistance to vulnerable IDPs living in the site.
- Site Monitoring
- Support the Site Manager in gathering demographic data related to the site population
- Under the supervision of the CM Coordinator, planning monitoring activities and organizing the team in such a way as to ensure timely and regular assessments of site facilities and service provision.
- In support of the Site Manager, liaising with other actors at site level to report arising issues and ensure timely follow-up.
- In consultation with the Site Manager and the CM Coordinator, inform the prioritization of infrastructural interventions to renovate, improve and expand site facilities.
- Communication with Communities
- Plan and organize the activity of the information desks/points set up at site level and ensuring the required follow-up on pending requests for information.
- Identify “burning” issues that require further sensitization at site level and contribute to the development of appropriate information material/campaigns.
- In consultation with the concerned actors and with the guidance of the CM Coordinator, pro-actively devise appropriate tools and info products to inform the site population on issues around site-related activities.
- Capacity Building
- Help the CM Coordinator with the identification of learning needs of the target audiences and the development of CB material and contents.
- Engage in capacity building activities aimed at transferring knowledge and know-how of Site Management concepts and best practices to the Site Manager, volunteer groups, local organizations and IDPs. Under the supervision of CM Coordinator, this will include participating in the development of the training material, follow-up on logistical arrangements and delivery of the training.
Any other responsibilities according to the needs and request of the supervisor.
Competencies
1. Professional competencies
Generic professional competencies for this position:
- Experience from working in a humanitarian/recovery context
- Remarkable leadership skills and ability to organize team work efficiently and effectively
- Experience in site management/community engagement in a humanitarian/recovery context is an advantage
- Familiarity community engagement and mobilization techniques in a humanitarian and/or development setting
- Political and cultural awareness, as well as good understanding of the current crisis in Ukraine.
- Good knowledge of MS package (word, excel)
- Basic knowledge of common data collection tools (e.g. Kobo / ODK)
- Ability to work under pressure, independently and with limited supervision.
- Good understanding of humanitarian compliance vis-à-vis donors and accountability to donors and affected populations
- Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff.
- Good external representation skills.
- Highest standards of ethics and integrity
Context/specific skills, knowledge and experience:
- Fluency in Ukrainian and English, both written and oral.
- Valid driver’s license.

We offer:
- Type of contract: national employment contract, 5 months with the possibility of extension subject to funding availability and satisfactory performance
- Salary/benefits: According to NRC salary scale, terms and conditions.
- Duty station: Western Ukraine (TBD based on programmatic needs)
