Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Policy Planning and Operations Section, On-Site Inspection Division (OSI).

Reporting Lines

Under the supervision of the Chief, Policy Planning and Operations Section, to:

Duties and Responsibilities

  1. Contribute to the coordination of strategic aspects of the development of the On-Site Inspection (OSI) verification regime with a view to achieving full readiness for entry into force of the CTBT;
  2. Develop plans, reports and position papers on strategic and policy-related aspects of the OSI verification regime for CTBTO senior management and Policy-Making Organs;
  3. Conduct a regular analysis of the OSI verification regime and develop policy-related documents to record developments and enhancements over time;
  4. Initiate reviews, revisions and/or make recommendations to amendments related to the implementation of OSI activities;
  5. Contribute to the planning, preparation and conduct of OSI exercises as an exercise planner, subject matter expert, or evaluator;
  6. Oversee the implementation of  follow-up activities emanating from evaluation of OSI exercises;
  7. Contribute to OSI training activities as a subject matter expert and/or instructor;
  8. Collaborate with other OSI Sections to develop OSI policies, manuals, standard operating procedures, work instructions, and any other relevant OSI guidance document as assigned; 
  9. Perform other duties as assigned. 

Education

  • Advanced university degree in political science or international relations with specialization in international security, arms control verification or another relevant field.

Work Experience and Qualifications

  • At least seven (7) years relevant working experience in the field of international security, nuclear security, or related to verification regimes, part of which should have been in an international environment; 
  • Strategy or policy development experience, part of which should have been in an international environment;
  • Experience in implementing intergovernmental treaties is an asset.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
