1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the Systems Management and Integration Section, IT Technical Division, Information and Communication Technology Department, Administration and Management Sector.

 

The primary responsibility of the Section is to provide efficient and cost-effective ICT platforms for the hosting of business systems that fulfill the business and technical requirements. This entails the provision of system resilience and availability, ongoing system consolidation, the use of standardized solutions and a progressive move towards integrated ICT architectures for sustainability to accommodate WIPO’s fee-generating services that almost exclusively rely on such systems to receive and process information online. The Section ensures that business systems can be used as integrated services and meet the business requirements as a whole, regardless of the intricacies and interdependencies of the underlying technical systems.

 

  1. Purpose Statement

 

The incumbent is responsible for designing, deploying and ensuring efficient operations of the database layer of WIPO’s business applications with focus on governance, security and consolidation. A key responsibility is that of developing WIPO’s strategy and practices with respect to the use of cloud-based data services.

 

  1. Reporting Lines

 

The incumbent works under the supervision of the Head of the Systems Management and Integration Section.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Provide expertise on database services covering architecture, design and development, performance tuning and integration of business applications for both cloud and on premises environments.

 

b.   Participate in the development and support of both cloud and on-premises hosted database services whilst ensuring DaaS resilience, consistency of security models and the adoption and use of cloud-based data services.

 

c.   Assist in driving the automation of data-related deployments and changes using continuous integration and continuous deployment processes to simplify and secure change across the Organization's database environments.

 

d.   Support and enhance monitoring platforms to aid with analyzing system utilization. Plan database system upgrades and resource extension to meet growing capacity needs. Review and validate change requests, including changes raised by service providers and WIPO application custodians. Plan and coordinate large scale interventions involving multiple parties including different WIPO business areas and the service providers.

 

e.   Aid in the identification of performance bottlenecks and service incidents. Coordinate the debugging process with application owners and service providers. Define, validate and manage controls for operational alerts, query optimization, use of indexes and database connections, scheduling of resource-intensive queries or scripts that need to be applied to ensure adequate performance and to minimize operational risks.

 

f.    Regularly review and enhance database backup and archiving strategy and monitor the implementation of database backup policies from the point of view of performance and conformity with defined business requirements (including service recovery targets\: RPO/RTO). Ensure systems are fully recoverable and redundant, participate in the testing and documenting of service failovers during business continuity testing. Ensure compliance with organizational resilience planning.

 

g.   Collaborate with the Security and Information Assurance Division for the development of operational processes and control mechanisms that support information security policies and standards for the business systems and ensure that they are suitably implemented and maintained for all production systems in the area of responsibility.

 

h.   Apply agreed ITIL service support processes, in particular incident, problem, configuration, change, and release management and make recommendations to the Head of the Section for service and operational improvements. Document and maintain procedures for databases.

 

i.    Manage IT projects assigned to the Section in line with WIPO standard project management practices as well as Prince 2 methodology.

 

j.    Actively support and engage with experts to drive continued improvement of WIPO database services by evaluating and advising stakeholders about the implications and consequences of change. Develop and implement change management protocols.

 

k.   Perform other duties as required.

 

 

3.      Requirements

 

Education (Essential)

First-level university degree in Computer Science, Engineering or related discipline.

 

Education (Desirable)

Microsoft Certified Azure Database Administrator Associate.

 

AWS Database Specialty certification.

 

Training or certification in Oracle Database systems.

 

Training or certification in at least one of Microsoft SQL Server or popular open source database systems, such as MySQL, MariaDB, Postgres, non-sql databases.

 

Experience (Essential)

At least six years of professional work experience in managing large open source database platforms, MS SQL or Oracle database systems.

 

Proven track record in implementation and migration to cloud-hosted database platforms, both heterogeneous and homogenous migrations.

 

Experience supporting MS SQL or Oracle in AWS or Azure cloud environment.

 

Experience (Desirable)

Experience with the development and testing of ICT infrastructure disaster recovery capabilities.

 

Experience in the secure configuration and deployment of open-source solutions in an enterprise environment.

 

Experience with vendor performance / contract management.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of an additional UN language.

 

Job Related Competencies (Essential)

Excellent knowledge of database administration and database server management in one of Oracle, MS SQL or open source environment.

 

Excellent knowledge of application development, database application integration and troubleshooting of application integration or performance related issues.

 

Knowledge of System Administration and Operating Systems configuration. Knowledge of ITIL Service Management methodology.

 

Knowledge of Networking and Information Security concepts.

 

Excellent analytical skills and the ability to document complex ICT platforms and processes, as well as related operating and risk management procedures.

 

Service orientation and attention to quality.

 

Ability to work under pressure and successfully prioritize tasks in order to manage multiple commitments and deadlines for projects and customers.

 

Excellent communication and interpersonal skills, with the ability to explain clearly complex issues, and to communicate with technical actors and business area representatives.

Job Related Competencies (Desirable)

Knowledge of Linux System Administration (RHCT/RHCE).

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the March 2022 rate of 81.7%

Additional Information

 

Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions.  The selected candidate will be subject to an overall term of five years with no possibility of renewal beyond that term. This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
