Organizational Setting

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Business Solutions Section provides information systems development and support services to IAEA programme areas and to the IAEA as a whole.

 

Main Purpose

The IT Innovation Lead (IL), reporting to the head of the Business Solutions Section, manages the Innovation Programme, is responsible for facilitating and promoting organizational innovation through technology and for establishing and performing the function of rapid exploration of new ideas from across the IAEA using readily available and leading-edge technologies.

(2) a skilful business analyst, accustomed to visualising how technology can be applied to solve business problems and to identify the value of innovative ideas in terms of the IAEA’s mission.
(3) a technology and business savvy relationship manager, enjoying inspiring customers and able to promote and elicit the sharing of challenging and/or provocative ideas.
(4) an architect able to help transition ideas into sustainable solutions.

 

Functions / Key Results Expected

Research and explore readily available technologies.
Drive innovation and change around the Agency, including within IT
Establish a function to gather innovative business ideas for prototyping, from across the enterprise, through a systematic approach.
Build rapid prototypes to determine the potential value of a particular technology to the IAEA. Assess prototype ideas, identifying those that should be discarded and those that have enough merit to pursue formally.
Provide recommendations for consideration of new and updated technologies, addressing changes to existing IT standards with rationale based on customer knowledge as well as market research and experience.
Provide thought leadership and practical guidance for how to apply innovative technologies to address business needs across the Agency
Provide stewardship over the Agency’s solution architectures to ensure they are cohesive and leveraging the most appropriate technologies

Qualifications, Experience and Language skills

Advanced University Degree (Master's or equivalent) in Computer Science, IT Management or Software Engineering or in a related educational field. 

A first level University Degree (Bachelor's or equivalent) in the the above mentioned educational fields plus three additional years of relevant professional experience may be accepted in lieu of the advanced degree. 

Internationally recognized certification in Project Management such as PMP or PRINCE2 is desirable.

Internationally recognized certification in IT Programme Management such as COBIT is desirable.

A minimum of seven years' relevant experience in Information Technology (software and/or hardware development), of which at least three years should have been in managing the development or deployment of medium to large information systems.
Experience designing, architecting, and leading the implementation of large service-based architectures which leverage the following\:

  • Custom software
  • Commercial products (on premises and in the cloud)
  • Fourth Industrial Revolution technologies, including robotic process automation, machine learning, augmented reality, Internet of Things, and others; 

Experience establishing a framework to ensure cohesive solution architectures across an enterprise.
Experience in rapid prototyping and software development.
Experience in setting sustaining and growing a technology innovation programme (desirable).
Experience using various technologies, including\:
       •Microsoft development platform (.NET, WCF, ASP.NET, EntLib, SQL Server, SQL Reporting Services, Visual Studio and TFS).
       •Cloud-based services, including infrastructure-, platform-, and software-as-a-service.
       •C# as well as one or more of the following programming languages\: PHP, Java or C/C .
       •Relational and NoSQL databases.
       •Mobile and web development technologies, including the latest HTML, CSS, JavaScript and AJAX; and
       •Open-source technologies.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31753, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
