Based in the OECD’s Centre for Tax Policy and Administration (CTPA), the Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) has played a key role in the development and acceptance of international standards on transparency and effective exchange of information (EOI) for tax purposes and in monitoring progress in implementing these standards. It has played a critical role in the international community’s efforts over the past ten years to counter international tax avoidance and evasion. The Global Forum currently includes over 160 members on an equal footing, a list of whom can be found on the Global Forum website www.oecd.org/tax/transparency.

The Global Forum’s primary focus is to oversee the implementation of the standards. The main part of the Global Forum’s work is to prepare peer review reports which assess a jurisdictions’ legal framework for exchange of information as well its practices. The Global Forum peer review work includes monitoring and reviewing jurisdictions’ implementation of the new international standard on Automatic Exchange of Information (AEOI). This includes reviewing and preparing reports on member tax administrations’ Information Security Management (ISM) arrangements and their safeguarding of data exchanged under international EOI agreements to seek to ensure that these are aligned with internationally recognised information security standards. The Global Forum also provides capacity building services and technical assistance to member jurisdictions, particularly developing country tax administrations, to help them implement the standards in the area of ISM in order to participate and benefit from AEOI and the new environment of tax transparency and EOI.

The Global Forum is looking for a Common Transmission System (CTS) Co-ordinator, who as part of the AEOI unit, will work with the CTS Core Team to oversee the CTS product. S/he will report to the Global Forum’s Head of Unit for AEOI.

Main Responsibilities

CTS Product Management Responsibilities

  • Day to day ownership and oversight of the CTS product lifecycle activities\:
  • Management of User Expert Panel, running and organising of all meetings
  • Technical point of contact for CTS issues for the User Expert Panel and for Schema issues at Working Party 10 Expert Sub-Group
  • Ensuring product and service availability and security are maintained
  • Engagement with the Consortium to propose improvements and oversee maintenance issues
  • RFC (Request for Change) – assessing users’ requests and project needs, drafting RFCs, acceptance testing, participating in RFC designs
  • Product development\: assessing current and future needs, managing stakeholders, co-ordinating their input, and presenting proposals to decision makers.
  • Ownership and maintenance of the CTS ONE Community site
  • Reporting and analysis\: keeping track of project and system statistics, analysing trends and providing assessments accordingly.
  • Liaising, communicating with and providing support for over 100 tax jurisdictions worldwide
  • On-boarding jurisdictions and offering one-to-one support to ensure jurisdiction readiness to transmit data
  • Enrolments and technical readiness
  • On-going support.

XML Schema

  • Lead schema developer (for Working Party 10 projects)
  • Develop public facing XSD/XML Schema based on the legal framework
  • Adapt existing XSD/XML schemas as required following developments in in WP10
  • Handle all schema related queries from stakeholders

Other tasks

  • Carry out (or oversee external engagement) maintainance tasks for the GF Database including database migrations, reporting service upgrades, code application upgrades, testing, and deployment of the application in the testing, development, and production websites.
  • Liaise and engage with the Digital, Knowledge and Information Service Directorate and external vendors in addressing hosting requirements throughout the year for the Global Forum and International Co-operation and Tax Administration Division custom web applications.
  • Give support on the Global Forum and International Co-operation and Tax Administration Division web sites. Maintaining and, where required, development of websites and online tools available to Global Forum members.

Ideal Candidate Profile

Academic Background

  • A university degree in Computer Science, Statistics, Economics, Mathematics, Management Information Systems, Data Management.

Professional Background

  • Proven experience in project, service, initiative and administrative support including information and analysis, preferably acquired in an international, multi-cultural environment.
  • Project management background with experience seeing projects through the full life cycle
  • Sound knowledge of technical product development and product lifecycles. Skills in Python or R or strong expertise in other languages; knowledge of programming languages such as C, Ruby, PHP or other and OOP languages are a plus.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.
