Duration

This is a full time assignment that can be performed partially as a home-based assignment for an initial duration of 6 months.

 

Organizational Setting

 

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

The Section for Training is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include\: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

 

 

Main Purpose

 

Under the supervision of the Team Leader, Safeguards Staff Training, the consultant supports the transition of Safeguards staff training processes and procedures from current standard systems into the Oracle Learning Management system recently implemented at the IAEA.

 

Functions / Key Results Expected

 

The consultant will undertake the following\:


• Test Oracle Learning Management functionalities;
• Document and follow-up any issues or system improvements with the project team (Division of Human Resources, Division of Information Technology);
• Implement staff training processes (e.g. course announcement workflow, course enrolment workflow, management of courses, activities and learners) in Oracle Learning Management system;
• Plan the transition of content for Safeguards staff training (course catalogue, eLearning hosting, training content management, creation of standard questionnaires) to Oracle Learning Management;
• Create user procedures (e.g. Learning Administrators and Safeguards staff learners) to use the Oracle Learning Management;
• Deliver user training;
• Use analytical tools (native queries, other business intelligence tools) to analyse data and create reports for programme management;
• Propose, design and develop in collaboration with the project team or the Safeguards IT team any tools that might be needed to integrate the Oracle Learning Management;
• Document and coordinate user feedback and lessons learned.

 

 

Qualifications and Experience

 

  •    Bachelor's Degree in a relevant field.

  •    Diploma, certification or alternative qualifications in Information Technology or related area. 

  • At least 3 years of experience in Information Technology including demonstrated experience with Oracle Learning Management Systems and/or other Oracle Cloud-based Applications is essential.

  • Experience with implementation, maintenance or administration of a Learning Management System is required. 

  • Experience in developing Learning Management System solutions is an asset.

  • Experience with managing, organizing or supporting corporate learning & development programmes is an asset.

  • Experience in working with clients to analyse their requirements, test systems and migrate data is required. 

  • Experience in developing training materials and delivering training is an asset.

  • Fluency in written and spoken English is required.

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 200, based on qualifications and experience. It is the candidate's responsibility to cover any related expenses on travel and removal upon entry on duty and end of assignment. No living expenses such as daily subsistence allowance (DSA) will be covered by the IAEA. Health coverage and pension fund are the responsibility of the incumbent.
