Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions Division – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI is supporting the Republic of Côte d’Ivoire through the Ministry of Environment and Sustainable Development (MESD) as National Designated Authority (NDA) to embrace the Green Growth transition model, in supporting the management of implementation of strategic projects and programs. With reference to the GGGI-GCF Framework Agreement, as the Delivery Partner (DP), GGGI will undertake project implementation including financial management. In this context, the Government of Cote d’Ivoire and GGGI agreed to work together and implement an in-country programmes for green growth and climate action through – the Readiness and preparatory support to develop the framework for the establishment, operationalization, and capitalization of a National Green Building and Infrastructure Financing Vehicle (NGBIFV).

 

OBJECTIVES

The Consultant for the development of a National Green Building and Infrastructure Financial Vehicle (NGBIFV) is a national senior Part-time consultant who will support the development of a framework for the establishment, operationalization, and capitalization of a cross sectoral NGBIFV. Overall, this framework will facilitate public and private sector investment for green building and infrastructure projects. The Consultant will report directly to the Country Representative and will receive support from the NDA and GGGI technical experts national and international level. He /She will be in charge of leading all the stakeholders’ consultations on the ground, collect relevant information, and writing the concept note in accordance with GGGI’s highest quality control.

 

SCOPE OF WORK

Working with the NDA and GGGI team the consultant will:

    • Engage with partners at all stages in the deliverables development process by providing technical inputs on the design, structure, capitalization and operationalization of the NGBIFV.
    • Provide quality assurance aligned with GGGI standards.
    • Engage with GGGI team to ensure the overall direction and integrity of the process.
    • Consolidate and collect findings of past and ongoing related initiatives to inform the development of the NGBIFV.
    • Conduct market research on green building and green infrastructure.
    • Conduct desk research on green building and green infrastructure in the country.
    • Draft the preliminary list of key potential investors.
    • Map the potential accredited entity to GCF which can support the operationalization of the NGBIFV.
    • Undertake policy review to identify the legal form of the NGBIFV that enables private sector engagement and investment.
    • Conduct a detailed analysis of the options for the Fund’s legal structure.
    • Define the investment strategy, products offering and guidelines, providing a clear indication of the pipeline of projects (business plan) the Fund will target immediately after first close.
    • Draft a preliminary financial model for the Fund based on the findings of all aforementioned elements of the feasibility study.

  • Report on findings from past and ongoing initiatives relevant for the NGBIFV development;

  • Draft the preliminary list of key potential investors;
  • Map the potential accredited entity to GCF which can support the operationalization of the NGBIFV;
  • A preliminary analysis of the legal framework;
  • A detailed analysis of the national strategy/plan in terms of building and infrastructures;
  • Need assessment of projects developers in terms of financial products;
  • Policy review report prepared with recommendation on the establishment of NGBIFV;
  • Capacity building workshop report prepared with list of participants disaggregated by gender and pre-and post-workshop survey to assess learning on green investment potential and opportunities for around 50 participants from the private sector such as financial institutions and insurance companies.;
  • A pipeline of bankable projects (business plan)
  • A preliminary financial model for the Fund ;
  • A PPT summarizing the key findings of the full report ;

All reports must be in French and English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. 

 

QUALIFICATIONS
    • Master’s Degree or equivalent in Finance, Climate Change Economics, Economics, or other relevant disciplines.
    • Preferably 7 years of relevant experience (design, structure, and resources mobilization of funds) in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects).
    • At least 7 years of program experience in the development arena of Cote d’Ivoire. S/he is expected to be technically competent in finance, investment sectors
    • Track record of writing successful Concept notes and proposals in a relevant field
    • A minimum of 7 years of professional experience in project/program design and management.
    • A clear understanding of Climate Change mitigation and adaptation concepts in relation to Cote d’Ivoire.
    • Ability to engage the private sector to become project partners, co-developers, investors, etc.
    • Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
    • Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination.
    • Experience in stakeholder engagement and working on inter-institutional programmes.
    • International experience working in several countries, including countries where GGGI is present is a plus.
    • Experience in providing executive/management support to high-level oversight committees.
    • Excellent written and verbal English and French communication skills is a must.
    • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.
    • Demonstrated experience in programming and proposal development for medium to large scale projects in the field of environment and climate change.
    • Previous experience in Cote d’Ivoire. A clear understanding of the GCF modality of financial support would be an asset.
    • The capacity to climate change mitigation and adaptation program design against the fiduciary, environmental and social safeguards standards and requirements of the Green Climate Fund (GCF)’
    • Demonstrate knowledge in finance and banking sector analysis and financial vehicle development/management.

    • Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations) in Cote d’Ivoire.

BUDGET
  • The consultant will be paid up to USD 12,000 depending on his or her credentials
