The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development in developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.

In Sri Lanka, GGGI is working under the guidance of, and in close collaboration with the Ministry of Environment (MoE). The Ministry of Environment through the Climate Change Secretariat (CCS), as the National Designated Authority (NDA), nominated GGGI to be its delivery partner for the implementation of the Green Climate Fund (GCF) National Adaptation Planning Readiness Support (NAPRS) Project; “Strengthen the Process and Capacity of the Implementation of National Adaptation Plan of Sri Lanka”.

The NAPRS Project will revise the National Adaptation Plan for Climate Change Impacts in Sri Lanka (NAP) 2016-2025. It will also aim at building resilience of communities and the most vulnerable sectors; (1) food security, (2) water resources, (3) coastal and marine, (4) health, (5) human settlements and infrastructure (6) ecosystems and biodiversity (7) tourism and recreation (8) export agriculture, (9) industry-energy-transportation to adverse effects of climate change by strengthening the country’s capacity and systems to implement adaptations into sectoral plans.

GGGI as the project delivery partner, in close collaboration with the NDA, will implement the project, and among others, will guide, monitor, and supervise the implementation of the work by the consultants/vendors based on GGGI standard of implementation/monitoring procedures.

BACKGROUND

Sri Lanka, as an island and developing nation, is highly vulnerable to the adverse effects of climate change. Occurrences of natural disasters due to extreme weather conditions such as prolonged droughts, flash floods and landslides deprive lives and livelihoods of people. Thus, building resilience of people, priority sectors, infrastructure and establishments cross-cutting sectors/themes over climate change effects, within a broader framework of sustainable development remains the country’s priority.

The climate change impacts on coastal and marine sector are associated with sea-level rise and increased coastal hazards. The coastal region accommodates over 25% of Sri Lanka’s population. The coastal zone is home to a major share of the country’s industries and tourist establishment. The coastal belt also includes harbours and fishing anchorages. The climate change impacts exert implications on the sector and all the other major economic sectors connected to it, thereby needing special attention to enhance resilience to climate change. The coastal and marine sector was recently reviewed during the revision of country’s Nationally Determined Contributions (NDCs) in 2021.

The coastal and marine sector of the National Adaptation Plan 2016-2025 contained adaptations to bolster resilience against the impacts of climate change. However, considering the existing challenges and the recently revised NDC adaptation actions, the NAPRS Project further intends to integrate it with sectoral development plans of relevant national and sub-national institutions.

The revision of coastal and marine sector will complement the national/international frameworks, policies, and institutional arrangements to alleviate and address climate change impacts on the resource and to help ensure its long-term sustainability.

ROLE

The International Consultant – Coastal and Marine Sector will engage in the revision of the coastal and marine sector of “National Adaptation Plan for Climate Change Impacts in Sri Lanka 2016-2025” under the GCF funded NAP Readiness Support Project implemented by GGGI in partnership with the Climate Change Secretariat of the Ministry of Environment of Sri Lanka.

DUTIES & RESPONSIBILITIES

The International Consultant – for the Coastal and Marine Sector shall collaborate with GGGI staff, national and international consultants hired and under the guidance of the NAP Team Leader, deliver collective outputs of the project detailed below;

Develop a technical paper on the implications of climate change on the coastal and marine sector in Sri Lanka;
Carry out a comprehensive policy and institutional review (existing policies, legislation, and regulations/laws of the coastal and marine sector and in relevant provinces) and identify current situation to address climate change adaptation, and develop a set of recommendations to integrate climate change adaptation in national, sectoral and provincial development polices, strategies and action plans;
Identify three most relevant policies and/or strategic frameworks where climate change needs to be more strongly integrated and develop processes and approaches for the integration of climate change adaptation and resilience measures into existing policies, strategies and legal frameworks with other relevant ministries and thematic working groups, for cross-sectoral and vertical sub-national integration of climate change, while facilitating small group meetings with policy makers and legislators to confirm priorities identified;
Undertake short-term reforms where possible (e.g. executive orders/regulations) and/or start the process for longer-term amendments to legal framework and facilitate targeted meetings with policy makers and legislators; Provide sectoral technical inputs for the standardization of Vulnerability Impact Assessment (VIA) and adaptation appraisal methodology and tools developed by the project.

The Consultant’s specific deliverables are as follows:

The report should include an annex with at least 1 project concept note fully developed based on GGGI concept note format with the aim of mobilizing financial resources to support the coastal and marine sector from the implications of Climate Change in Sri Lanka. Consultant should also initiate conversations with relevant partners and donors for potential funding for the concept note. The report should include an annex with the minutes of stakeholder consultations conducted for both the concept note as well as for policy/ legislation amendments in regard with this deliverable. The Consultant shall report to the NAP Team Leader of basis on the progress of the assignment Further, the Consultants would require providing the NAPRS Project with accurate references and citations including softcopies, hardcopies (otherwise photocopies) of reference materials.

Total fee: up to USD 22,500 depending on candidate's credentials

QUALIFICATIONS

An advanced university degree (Master's degree or equivalent) in science, marine biology, marine ecology, oceanography, coastal hydrology, marine and coastal governance, climate change or related areas;
Appreciation of key concepts in coastal and marine resource management and climate change is highly desirable;
Strong analytical skills and experience in developing technical reports - undertaking research, primary and secondary data collection, analysis and report writing;
Ability to work/deliver independently with minimal supervision;
Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural backgrounds;
Excellent English communication and writing skills in the field of local governance, climate change adaptations, or related areas;
Ability to communicate in national languages Sinhala and /or Tamil preferred;
Proficiency in standard Microsoft Office;
Experience in International Organizations, development agencies, government, private sector or non-profit sector.
Experience of working in a multi-disciplinary and multi-sectoral team environment.
