Organisational Context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management,  forensic science,  language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office

 

Duties and Responsibilities

 

The incumbent will serve in the Integrated Services Administration Unit within the Integrated Services Division (ISD) of the Office of the Prosecutor and will support the Director of the management team. Under the direct supervision of the Project Officer, ISD, the incumbent will:

  • Conduct research, collect and collate management information in support of planning, reporting and implementation of activities within the Division and the OTP;
  • Provide support to senior management in the development and updating of the Division’s and OTP’s strategic plans and policies by conducting research, drafting proposals, gathering and consolidating information, systematizing data, generating statistics, preparing reports, communications and presentations;
  • Assist in intra-Organ projects as a focal point for performance indicators and other ad hoc intra and inter-Organ working groups and special projects by providing support in planning activities and drafting reports and presentations;
  • Assist in the implementation and updating of an overall Division’s and Office’s risk management system including record keeping, analysis and reporting of results;
  • Undertake research, evaluation and analysis on a range of subjects which assist quality improvement within the Division;
  • Perform any other duties are required

 

Essential Qualifications

Education:

An advanced university degree in Business Administration, Public Administration or a related field. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

 

Experience:

A minimum of two years (0 years with an advanced level university degree) in the fields of strategic planning, performance indicators, performance improvement, or change management.

 

Knowledge, Skills and Abilities:

  • Strong analytical and evaluative skills with ability to conduct independent research and analysis, identify issues, formulate judgements and make conclusions and recommendations;
  • Ability to establish priorities, coordinate and to proactively identify internal client’s needs and to establish and maintain productive partnerships with other Sections/Units of the Court;
  • Excellent communication skills, effective presentation skills, excellent drafting skills and ability to prepare and present reports that are clear, concise and meaningful;
  • Strong planning and organizational skills, with flexibility and ability to adjust in a highly dynamic environment;
  • Strong command of Microsoft Excel and familiarity with other data software;
  • Ability to work under stress conditions;
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relationships with people of different national and cultural backgrounds;
  • Ability to keep strict standards of confidentiality;
  • Professional integrity.

 

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Working language of the other language is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
