Overview of position

Under the overall guidance of the SUSC project Coordinator, the purpose of the assignment is to assist with the administrative management, financial management, delivery of project activities, and project procurement tasks of the SUSC project.

The SUSC Project Associate will report to the SUSC Project Coordinator and provide support to all aspects of the project implementation.

Role objectives

Project Administrative management

·Provide support to the SUSC project coordinator in the implementation of tasks critical for the achievement of project results (communication, contracts, agenda, visas, hotel reservations, etc.)

·Maintain records on all project personnel and local consultants and their respective status (contracts, TORs, sick leave, vacation, etc.) in accordance with accepted policies and procedures

·Make pertinent logistical arrangements for the prompt and effective implementation of the programme activities

·Draft minutes of Project Board meetings

·Assume overall responsibility for administrative matters of a more general nature, such as registry and maintenance of project files and records

·Arrange external and internal meetings; and

·Draft TORs, concept notes and other background papers as requested by the project coordinator

Financial management

·Prepare requests for advance of funds and/or direct payments.

·Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions.

·Prepare proposals for budget revisions.

·Prepare and submit expenditure and programme budget status reports.

·Respond to queries from the Government and UNDP with respect to financial aspects of the programme, liaise with UNDP-appointed and external auditors wherever required.

·Prepare recurring reports as scheduled and special reports as required for budget preparations and audit.

·Advise and assist the project coordinator and national consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services.

·Undertake other financial and administrative tasks on an ad hoc basis.

Procurement

·In accordance with the work plan arrange for procurement of equipment, supplies. and services.

·Arrange for equipment maintenance and insurance as required.

·Ensure that contractual processes follow the stipulated UNDP procedures.

·Physically clear and ensure delivery of equipment and supplies procured for the various programme sites.

Maintain an equipment and spare inventory including verification and transfer when required

Project reporting

The consultant will work in close collaboration with the Project Coordinator and will report and submit deliverables to SUSC Project Coordinator review and approval.

·Familiarity and working experience on the development issues and context in the Crisis country would be the asset.

·Familiarity with UNDP or UN operations will be advantageous.

·Fair and transparent decision making; calculated risk-taking


Continuous & Monthly: 

Sufficient and efficient qualitative project administrative, finance, and procurement management, as per project daily requirements and project coordinator guidance. 

- Weekly debriefing on the progress of the above-mentioned tasks illustrating the challenges and opportunities.

- Monthly progress report (at least one pager) on the progress against the milestones

·Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

·Financial proposal in the UNDP format – Annex 3 and 3A.

·Applicants must submit a duly completed and signed Annex II Offeror´s letter to UNDP confirming interest and availability for the Individual Contractor (IC) assignment.

  1. Evaluation ethics.

The consultantwill be held to the highest ethical standards and is required to sign a code of conduct upon acceptance of the assignment. UNDP evaluations are conducted in accordance with the principles outlined in the United Nations Evaluation Group (UNEG) 'Ethical Guidelines for Evaluations'.

This evaluation will be conducted in accordance with the principles outlined in the UNEG ‘Ethical Guidelines for Evaluation’. The consultant must safeguard the rights and confidentiality of information providers, interviewees, and stakeholders through measures to ensure compliance with legal and other relevant codes governing collection of data and reporting on data. The consultant must also ensure security of collected information before and after the evaluation and protocols to ensure anonymity and confidentiality of sources of information where that is expected. The information knowledge and data gathered in the evaluation process must also be solely used for the evaluation and not for other uses with the express authorization of UNDP and partners.  A code of conduct must be signed by the evaluator (s).
