OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the authority of Director of the Internal Oversight Service (IOS) and the supervision of the Head of Internal Audit, the incumbent will be tasked with carrying out audits of the Organization’s field operations in order to determine adequacy of financial and management controls and compliance with the regulatory framework. More specifically, the Auditor will:

 

  • Assess the overall risk and control environment;
  • Appraise the economy, efficiency and effectiveness of programmes and administrative/support functions;
  • Test financial transactions and performance data for accuracy and compliance with UNESCO’s regulations, rules, and policies;
  • Prepare audit reports in accordance with IOS quality assurance procedures for final clearance by the Director/IOS;
  • Monitor follow-up actions taken in response to audit recommendations;
  • Provide assistance in developing audit programmes and methodologies for each audit to be undertaken and propose division of duties for members of the audit team;
  • Prepare, in writing, assignment of each audit team member, guide and review their work, including audit working papers, and provide objective performance feedback to each  team member on completion of assignment;
  • Support IOS Management in preparing reports on systemic issues or any other analysis related to UNESCO’s programmes and operations, recommending improvements to processes, including cost-saving measures, to enhance the economy, efficiency and effectiveness of UNESCO’s programmes and operations;
  • Provide other support related to IOS mandates as requested by the Director or the Head of Internal Audit.

Education

  • Advanced university degree or equivalent training in Auditing, Accounting, Business Administration or other related fields. is required.

 

Work Experience

  • At least 7 to 10 years of professional experience in auditing is required, of which 2 years preferably acquired at the international level.

 

Skills/Competencies

  • Professional certification from an internationally recognized accountancy or audit body is required.
  • Excellent interpersonal and communication (oral and written) skills. Ability to work effectively in a team and in diverse cultural environments.

 

Languages

  • Excellent knowledge of English.
DESIRABLE QUALIFICATIONS

 

Work Experience

  • Work experience in developing countries and the development sector are an advantage.
  • At least 3 years in fraud examination or FORENSIC audit.

 

Skills/Competencies

  • Knowledge of SAP, ACL (Audit Command Language), TeamMate and other audit systems would be an advantage.
  • Professional certification in fraud or compliance investigations, such as CFE.

 

Languages

  • Good working knowledge of French. Knowledge of Arabic, Spanish or other UN working language would be an asset.
