Organizational Setting
FAO is the specialized Agency of the United Nations (UN) leading international efforts to defeat hunger. FAO works in over 130 countries worldwide to achieve food security for all and make sure that people have regular access to high-quality food. FAO's Office of Emergencies and Resilience (OER) leads the Organization's efforts to support Members in their endeavours to save agricultural livelihoods of people and communities and enhance their resilience in the face of disasters, crises and conflicts. The Organization strives to secure sustainable development gains while ensuring that all interventions to support agriculture and food systems are risk-informed and sustainably productive. Food crisis contexts require a well-organized, highly prioritized, and well-resourced humanitarian and resilience programme to play a meaningful role in the relevant fora at national, regional and global levels. To claim its rightful place and to contribute meaningfully to relevant Sustainable Development Goals (SDGs) in food crises contexts, timeliness and speed in generating quality information and analysis together with agility in processes, partnerships, and delivery are central. In short, prevention and mitigation of disasters, whether related to natural hazards, plant and animal pests and diseases and/or conflict, together with being prepared and able to respond when disasters hit, require structured and agile system that is able to carry out effective processes of risk assessment and risk management.

Reporting Lines
Within the framework of FAO Food Chain Crisis Framework (FCC), and specifically the Emergency Centre for Transboundary Animal Diseases (ECTAD), the officer will work under the overall functional supervision of the Senior Emergency and Rehabilitation Officer/Global Programme Support Team Leader (OER) and direct supervision of the Emergency and Rehabilitation Officer/Outreach and Reporting Coordinator (OER). This will be done in consultation with relevant divisions at headquarters, including the Office of Communications (OCC), in close collaboration with the ECTAD Global Programme Coordinator, Animal Health Branch (NSAH) and the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the ECTAD Regional Coordinators and Country Team Leaders, ECTAD staff at headquarters and in Decentralized Offices as well as in close consultation with the NSAH Outreach Officer.

Technical Focus
Established in 2004, the FAO ECTAD plans and delivers animal health assistance to more than 37 countries responding to the threat of high-impact diseases, through a One Health approach. ECTAD was established to streamline FAO’s support to countries and regions in association with sister international organizations and resource partners to respond to transboundary animal diseases (TADs). ECTAD includes staff from FAO’s Animal Production and Health Division (NSA) and OER.

Key Results
Contribute to development and strengthening of outreach and communications activities of ECTAD programme.

Key Functions

  • Researches and analyses technical, emergency response, policy related and/or funding/project related data and information to support the delivery of outreach and communication products and services.
  • Produces various reports, proposals, position papers, policy briefs, donor reports as well as critical information for inclusion in governing body reports, etc.
  • Participates on multidisciplinary project teams, collaborates in project and programme formulation and provides technical support to ongoing operational emergency and recovery projects.
  • Liaises with FAO technical units as well as other UN Organizations to obtain and/or exchange information regarding emergency and recovery activities and other related issues.
  • Monitors and provides support to resource mobilization activities including corporate appeals, donor grants, annual appeals and mid-year reviews; maintains information and prepares related reports.
  • Maintains and updates information systems, databases and web pages.
  • Performs other duties as required.

Specific Functions

  • Coordinates reporting cycles, reviews and formats draft submissions of USAID-funded ECTAD progress reports to ensure timely submission to donors.
  • Reviews and edits terminal reports for ECTAD projects, together with accompanying cover letters and project highlights sheets, in accordance with FAO Reporting and Editorial Guidelines.
  • Coordinates the preparation of legacy documents highlighting the ECTAD programme achievements through various outreach material, such as a brochure, website content and social media posts. Ensures that all such content meet corporate standards (map usage, FAO style and NOCs, corporate polices on web and social content, etc.).
  • Contributes to and monitors the implementation of the FAO Animal Health in the Field (ECTAD) Outreach Strategy in collaboration with relevant colleagues at global, regional and national levels.
  • Coordinates with donors on developing and rolling out a communications strategy for the ECTAD programme.
  • Coordinates with other One Health programmes to develop advocacy documents.
  • Coordinates with the PPA’s Better Life (BP3/Emergencies) and Better Production (BP3/OH) to integrate ECTAD communication and advocacy programming into the Strategic Framework Strategy.
  • Liaises with ECTAD teams (headquarters, country and regional) to compile content for outreach products and ensure dissemination through appropriate outlets.
  • Proposes, writes and/or edits outreach content for FAO Animal Health in the Field implemented by ECTAD, such as brochures, factsheets, presentations, disease situation updates, situation reports, web, social media, etc., ensuring compliance with FAO style, standards and communications policies.
  • Develops and supports the use of templates for outreach products relevant to the work of FAO Animal Health in the Field implemented by ECTAD, in collaboration with ECTAD and Animal Health Outreach and Reporting colleagues (headquarters, country and regional).
  • Prepares meeting summaries, workshop proceedings and reports on strategic national, regional and global meetings within or related to ECTAD.
  • Guides and oversees the day-to-day work of new reporting and outreach colleagues within the ECTAD team at global level.
  • Undertakes duty travel, if needed, on short notice, in support of ECTAD activities in FAO’s Decentralized Offices, to provide training and support in outreach activities and/or reporting processes, methods and skills.
  • Performs other related duties, as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agriculture, food security, economics, natural resources, rural development, social sciences, international relations or other field related to the work of the Organization.
  • Five years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks.
  • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent of relevant experience at international level in formulating policy and programming/managing field operations.
  • Depth of experience in identifying and preparing programme strategies and policy positions in humanitarian and transition contexts, at both global and country levels.
  • Demonstrated experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for Level 3 emergencies.
  • Demonstrated experience in rehabilitation and humanitarian policies development, programme formulation and implementation.
  • Extent of knowledge of international humanitarian architecture, including agencies, NGOs and other partners.
  • Experience in response management and surge support coordination.
