Organizational Setting


The Office of Evaluation (OED) of the Food and Agriculture Organization (FAO) of the United Nations is launching an evaluation of FAO's country programme in Somalia. OED is seeking qualified independent consultants to join the evaluation team.

Reporting Lines

Under the overall responsibility of the Director, OED, and the close technical and methodological guidance of the Evaluation Manager and Evaluation Team Leader, the team members will contribute to the Evaluation of Country Programme in Somalia for their respective areas of specialization. The team members report to the Evaluation Officer/Evaluation Manager.

Technical Focus

The Federal Republic of Somalia became a Member State of FAO in 1960 and the Organization strengthened its presence in the country through the establishment of a fully- fledged Representation in 1980. For the last forty years, FAO has been actively providing policy guidance to the Government; and implementing a portfolio of programmes and projects to improve food and nutrition security, natural resource management and building resilience to environmental and conflict-related shocks.


Purpose and Objectives of the evaluation:

This evaluation is part of a series of country programme evaluations (CPEs) conducted by the Office of Evaluation of FAO. Its purpose is to provide evaluation evidence and learnings on the strategic relevance and implementation of FAO’s Country Programme in a given country.

A Country Programme Evaluation will be undertaken in Somalia in 2022, as a way to take stock of the results achieved and draw lessons and recommendations that could inform planning of FAO’s future engagement in Somalia. The United Nations Sustainable Development Cooperation Framework, FAO Country Programming Framework, FAO Resilience Strategy and Humanitarian Response Plans for Somalia will be main reference documents for the evaluation.

The objectives of the evaluation are to assess:
 the relevance of the FAO Country programme in responding to country needs;
 the strategic positioning of the Organization in relation to other actors;
 FAO’s contributions to national priorities; and
 FAO’s approach and capacity in responding to crisis in Somalia.


The assignment is home-based with possible travel for data collection (tentatively scheduled between July and October 2022).


Profile of the Evaluation Team

OED is currently seeking five subject-matter experts to join the evaluation team. The Evaluation Team Members should have demonstrated experience in conducting strategic evaluations in a humanitarian context as well as have a background in sectors related to FAO’s areas of work in Somalia. More specifically, the Evaluation Team Members should have expertise in at least one of the following areas of work:

 Development of sustainable value chain in agriculture, livestock, fisheries and forestry;
 Agricultural policies, advisory services and capacity development;
 Information Management systems for food security, land and water;
 Early warning, disaster risk reduction and resilience building;
 Cash and voucher programming;
 Social protection, gender and social inclusion approaches;
 Conflict sensitivity and peacebuilding; and
 Natural resource management and climate change adaptation.

In addition, candidates with expertise in organizational development and change management would be highly desirable.

The candidates must be independent, that is had no previous direct involvement in the formulation, implementation or backstopping of FAO’s projects in Somalia and will be required to sign a declaration of conflict of interest.


Tasks and responsibilities for the evaluation team members:

 Review relevant background documentation made available by OED for the assigned thematic area;
 Participate actively in the collection of relevant y data, as required and identified in the evaluation matrix;
 Participate in field missions to selected project sites to meet with local partners and beneficiaries;
 Consolidate and analyse information collected;
 Contribute to all evaluation products and deliverables outlined in the evaluation Terms of Reference, including drafting sections of the evaluation report; and
 Participate and contribute to the team’s working sessions, including the analysis workshop and presentation of preliminary evaluation findings.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

 University degree in a relevant discipline: evaluation, agricultural science, environmental science, natural resource management, food and nutrition security, economics, development studies, etc.
 A minimum of 5 years of relevant experience in evaluation or respective field of specialization;
 Working knowledge of English and limited knowledge of another FAO official language (French, Spanish, Chinese, Russian or Arabic). For PSA.SBS working knowledge of English is sufficient.

Technical/Functional Skills

 Previous experience in conducting (independent) strategic-level evaluations in humanitarian contexts
 Expertise in at least one of the technical areas of FAO’s work in Somalia.
 Demonstrated experience of working in Somalia and/or of conducting evaluations in the country
 Excelled knowledge of the Somalia context would be an asset.
