Organizational Setting

The Office of Climate Change, Biodiversity and Environment promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to UNFCCC, CBD and topics on bioenergy as well as on Globally Important Agriculture Heritage Systems, ecosystem restoration and green and climate resilient agriculture.

Reporting Lines

The Consultants will work under the overall technical supervision and reports directly to the Senior Natural Resources Officer, Environment workstream Lead in cooperation with relevant Officer(s) in the FAO Regional/Country Office and/or FAO relevant Units. When activities are carried out in countries, the consultant will be required to work in close collaboration with the FAO Representation in the relevant country of assignment, as well as the relevant FAO regional office.

Technical Focus

Support mainstreaming of climate and environmental risks and evidence base into FAO’s policies, programs and projects, including those funded by the Global Environment Facility (GEF) and Green Climate Fund (GCF).

Tasks and responsibilities

The incumbent will support climate and environment risks assessment and mainstreaming into FAO (e.g., National Adaptation Plans (NAPs), GEF, GCF and FAO Environmental and Social Safeguards related to climate change) policies, programs, and projects, including:

  • Assess risk screening tools used by relevant entities external to FAO and contribute to operationalization of FAO screening checklists and guidance for climate and environment risk assessment;
  • Contribute to the establishment of FAO’s portal/platform on risk assessment in agriculture and agricultural value chains;
  • Design and deliver in-house training and webinars on vulnerability assessments, including to interested regional and country officers;
  • In close collaboration with relevant officers in FAO Headquarters and Regional/Country offices, support development of climate and environment risk assessment/rationale for the assigned portfolio of projects and programs. Support includes, but not limited to, completing checklists, collecting and synthesizing available biophysical, socio-economic and climate information and data, identifying specific impacts and risks to biophysical, economic and social asserts, producing hazard and vulnerability maps as well as contribute to the incorporation of such assessments into project documents and environmental and social impact assessments;
  • In close cooperation with relevant teams, contribute to partnership and network building on agrometeorology; support existing partnerships, including with the World Meteorological Organization (WMO);
  • Contribute to FAOs portfolio on climate and environmental services, trainings in the area of agrometeorology and development of publications and guidance material for the implementation of projects;
  • Provide operational support at divisional level in reporting, data management tasks, organization of meetings, workshops, webinars, communication and outreach and other requests that may arise;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in a subject matter related to agrometeorology, environmental science, natural resource management, climate-related fields, social sciences, agriculture, plant sciences or a related field is required.
  • One to four years (for CAT C) of relevant experience and at least five years relevant experience (for CAT B) of relevant experience in the field of climate and environment risk and impact assessment, use of geospatial tools, natural resource management, disaster risk reduction or environmental impact assessment in the context of project or programme development.
  • Working knowledge of English, French or Spanish, and limited knowledge of one of the other two or Arabic, Chinese or Russian if required by the assignment (for consultants); Working Knowledge of English, French, Spanish, Russian, Arabic or Chinese (for PSA).

Technical/Functional Skills

  • Previous experience in conducting risk and vulnerability assessments, particularly in the areas of agriculture, livestock, fisheries, forestry and water management;
  • Experience with GIS mapping and management of geo-referenced data;
  • Experience in project formulation and working as part of an interdisciplinary team to design and implement projects is desirable;
  • Work experience in more than one location or area of work, particularly in field positions in the developing countries is desirable;
  • Experience in assessing and evaluating climate and environment finance projects and programmes/ Interventions is desirable;
  • Extent and relevance of experience in the preparation of training materials and delivery of training;
  • Familiarity with requirements of the GEF, GCF, Adaptation Fund, World Bank and other major funding organizations is considered an asset.
