The OECD Trade and Agriculture Directorate (TAD), in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice in support of governments’ efforts to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits. 

The Emerging Policy Issues Division (EPI) works across a wide array of trade topics including in the intersection of the trade and environment policy space. The Division's work involves a mix of analytical and policy-oriented research which is conducted in a multicultural environment by a team of highly-qualified and experienced staff.

EPI is looking for a trade policy analyst to undertake advanced empirical research and generate policy advice on trade and environment related policy issues. These issues could include, but are not limited to, circular economy, trade in environmental goods, and energy inputs/transitioning to a low carbon economy. The selected person will be expected to keep abreast of current developments in trade and environmental sustainability and contribute new ideas to TAD/EPI. S/he will be a team player, comfortable working with others on projects. S/He will work under the supervision of the Head of EPI.

Main Responsibilities

Research, Analysis and Drafting

  • Contribute to ongoing analysis on issues related to trade and environmental sustainability including, but not limited to, circular economy, trade in environmental goods, and energy inputs/transitioning to a low carbon economy,  exploiting both quantitative and qualitative approaches, as appropriate.
  • Provide in-house technical expertise on trade and environmental policies and contribute to the preparation of analytical reports, policy papers and notes, presentations, and briefing materials that are clear, concise and relevant for policy makers.
  • Maintain associated databases by collecting relevant information from internal and external sources.
  • Keep abreast of national and international developments in the areas of trade and environmental sustainability, and ensure they appropriately inform the work of the Division and of concerned colleagues
  • Provide policy guidance as it relates to trade and the environment.

Liaison and Representation

  • Establish and maintain excellent working contacts at operational level with national authorities and experts, other OECD Directorates and international agencies, in particular with the WTO, UNCTAD and World Bank.
  • Participate in meetings of the Trade Committee and its Working Parties, in particular the Joint Working Party on Trade and Environment (preparation of aide-memoires and carrying out other organisational tasks). 
  • Carry out other related duties as assigned.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics or another relevant discipline.

Professional Background

  • At least three, preferably five years’ experience in research and policy analysis related to international trade and the environment.
  • Proven capacity for sound analytical and policy-orientated work; ability to execute effectively research or project assignments; proven ability to synthesise technical and policy-orientated issues for a practical-minded audience at governmental or intergovernmental level.
  • In-depth expertise in new empirical approaches (machine learning, big data, network analysis…) would be an advantage.
  • Proven ability to master new topics rapidly, and to draft clear and concise material, including under short deadlines.

Languages

  • Working knowledge of both OECD official languages (English and French) would be an asset.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Twelve-month fixed term appointment, with the possibility of renewal.
