Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections of nuclear facilities in over 180 States; and technical staff, responsible for a wide range of activities including\: developing concepts, approaches and methods for implementing safeguards; designing, developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, processing, evaluating and analysing safeguards-relevant information; and providing information and communication technology infrastructure and services. In addition, the Department benefits from staff providing support in the areas of human resources, finance, communication and administration. 

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process. 

 

Main Purpose

 

Reporting to the Team Leader (SGIM), the Data Governance & Process Improvement Analyst drives efforts across the Division to enhance the collection, analysis and evaluation of information through effective data governance, standardization of business processes, and a cohesive analytical approach. He/she contributes to continuous business process improvements by identifying and/or designing the means and tools to promote and evaluate efficiency and effectiveness.

 

Role

 

The Data Governance & Process Improvement Analyst is an expert in developing and implementing data governance frameworks for end-to-end data lifecycle management; a specialist in identifying, validating and documenting integrated business processes; and a process architect designing new or improved processes to meet objectives and evolving needs. In addition, the Data Governance & Process Improvement Analyst is an advisor to the Division’s management team and a key contributor to broader efforts to develop and improve information analytical capabilities across the Department.

 

Functions / Key Results Expected

 

Lead efforts to develop and maintain a data governance framework to improve the cohesion and effectiveness of collection and analysis processes across the Division.

Define roles, responsibilities and procedures for effective data governance, ensuring clear processes and accountability for information assets.

Define the data flows, data relationships, and data management across various applications, tools and databases in order to improve data literacy.

Lead Divisional review initiatives by analysing business processes, identifying opportunities for improvement, and proposing new or improved processes to optimize data quality, manage information, and protect sensitive data.

Develop and promote the implementation of required standards, guidelines and operating procedures for information analytics processes.

Provide technical expertise and guidance to management on the development and implementation of advanced business process modelling notation for designing and documenting Divisional processes according to international standards.

Develop and maintain effective metrics, key performance indicators and visualizations to support the achievement of results.

Promote awareness and understanding of quality management, process management, and knowledge management within the Division.

Liaise with Departmental counterparts on cross-Departmental initiatives and facilitate the identification of potential solutions for areas of improvement.

Deliver training for management, analysts, evaluators and other stakeholders on data governance and business process improvements.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree (or equivalent) in information technology, operations management, business management, systems engineering, or a closely related field

Bachelor's Degree - A first level university degree in information technology, operations management, business management, systems engineering, or a closely related field with three additional years of relevant experience may be considered in lieu of the advanced degree.

Minimum of seven years of relevant working experience in several of the following fields\: data governance, business process management, operations management, business analysis, systems engineering, quality management, continual process improvement.

Demonstrated experience in designing, documenting, modelling, measuring, improving and/or re-engineering business processes.

Experience of managing projects and collaborating with multiple stakeholders.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31072, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
