Through its Health Financing and Digital Health programs, it helps ensure access to and continuity of appropriate, quality care.

Project Background

 

WJCF’s Health Financing program supports governments implementing reforms towards the goal of universal health coverage; ensuring that patients can access the care they need without suffering financial hardship. In India, WJCF staff work closely with the National Health Authority (NHA) and State Health Agencies (SHAs) to improve key scheme outcomes (reduced out-of-pocket expenses, increased utilization and the reliable delivery of quality care) through a combination of effective data use and analytics for issue identification, capacity building and policy and process change support.

 

As we continue this support, we are now embarking on an ambitious project to demonstrate a vision of ‘Integrated Care’. This vision consists of two key pillars – helping an individual navigate effectively to appropriate care and monitoring the chain of care to ensure that such care has been delivered. The ambit includes primary care through public facilities and secondary and tertiary care through public and private hospitals (through insurance schemes such as PM-JAY, ESIS, and state schemes as applicable), with minimal or zero out of pocket expense.

 

The primary purpose of such a demonstration is to establish a model for responsive health care delivery from which insights and lessons can be drawn for wider health systems strengthening. In aspiring to deliver the promise of a single, seamless, coordinated, empathetic and complete response to a health event, both impediments to such care and solutions may be identified. By empowering the beneficiary with the promise of responsiveness, specific weaknesses in current delivery mechanisms (whether in coverage, quality, financial equity or efficiency) may be pinpointed and quantified. In this manner, the ambition is not only to demonstrate a viable model for integrated care, but to also inform ongoing efforts in health systems strengthening.

 

Position Summary

 

The Manager, Integrated Health, will be a core member of WJCF’s Health Financing program in India, responsible for the delivery of the Integrated Care Demonstration Initiative, from initial scoping to execution of a district-level pilot. This includes three main overlapping phases of work:

  • Articulation and Scoping: Defining the framework and elements for integrated care. Scoping the likely viability of the initiative across a shortlist of potential states. Articulating the vision and viability in audience-specific manners. Planning outreach to relevant stakeholders
  • Planning: Identifying potential partners and solutions for execution of the vision. Developing a detailed roll-out, risk mitigation and communication plans.
  • Execution: Overseeing and enabling a district-level pilot in the selected state. Co-ordination with all relevant authorities and stakeholders, with a focus on developing systems, processes and capacities for roll-out. Monitoring, course correction and reporting.

The Manager, Integrated Health will be supported by and manage a three-person team (this position included) in this initiative, as well as a district-level field team. While reporting to the Senior Manager, Health Financing, the successful candidate will work closely with the rest of the Health Financing team and with WJCF India leadership in driving this initiative forward.

 

WJCF is seeking a highly motivated individual with outstanding credentials, strategic thinking, project management, and communication skills to help shape the shape and deliver the Integrated Care Initiative. The candidate should be ambitious, question the status quo, and to take risks. In addition, they should be open minded and committed to intellectual honesty. This is a great opportunity to spearhead an effort that is new, important, innovative and has the potential to serve as a model for health systems across India.

Responsibilities

Spearhead the delivery of the Integrated Care Initiative from conception to delivery of a district-level pilot:

  • Lead the scoping of the Integrated Care initiative across a short-list of states, considering administrative feasibility, financial viability, and political salience
  • Work closely with program lead, WJCF India leadership, state-level authorities, donor partners and other stakeholders to identify solutions for specific elements of the vision
  • Gather, distil, and apply relevant health systems-related research finding and insights to the Integrated Care Initiative.
  • Identify potential partners (e.g. technology, capacity building, research) to deliver the vision
  • Coordinate outreach and socialization of the concept with relevant authorities in shortlisted states
  • Work with relevant authorities and partners to develop a detailed operational roll-out plan at the district level
  • Manage teams (3-member central team and 3-member field team) in execution of the district-level pilot
  • Develop a robust monitoring framework for the Integrated Care Initiative and plan and coordinate reporting
  • Other responsibilities as needed
Qualifications
  • Postgraduate degree in Health Systems, Health Insurance, Health Economics, Health Administration or a closely related field with 7+ years of relevant work experience; OR Bachelor’s degree with 10+ years of experience.Demonstrated experience engaging with governments at national and local levels
  • Demonstrated knowledge of India’s public health system and concepts in Health System
  • Ability to quickly move from hypotheses to validation to execution based on insights
  • Experience in designing and managing monitoring and evaluation, research and learning initiatives
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills
  • Demonstrated success in coordinating various stakeholders/interests and developing strong relationships in order to drive a process successfully
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
  • Willingness to travel to states at short notice, even to remote places and for extended periods (~40% travel; as COVID guidance and travel restrictions allow)
  • Fluent command of spoken and written English. Fluency in Hindi and additional Indian languages is an advantage
  • Willingness to take risks
  • Comfortable working collaboratively with multiple stakeholders, with humility and a learning mindset
